Rename Future._blocking to _asyncio_future_blocking.

This is now an official "protected" API that can be used to write
classes that are duck-type-compatible with Future without subclassing
it. (For that purpose I also changed isinstance(result, Future) to
check for this attribute instead.)
Hopefully Amber Brown can use this to make Twisted.Deferred compatible
with asyncio.Future.
Tests and docs are TBD.

script_helper: kill the subprocess on error

If Popen.communicate() raises an exception, kill the child process to not leave
a running child process in background and maybe create a zombi process.
This change fixes a ResourceWarning in Python 3.6 when unit tests are
interrupted by CTRL+c.

Make PyPIRCCommandTestCase derive from a base class

Several test cases in distutils use PyPIRCCommandTestCase as
their base class and as a result of that the following tests
were ran more than once:
* test_server_registration
* test_server_empty_registration
* test_config_interpolation
This commit moves the infrastructure used by other tests
into a new BasePyPIRCCommandTestCase class.
