Andrew Tridgell c618a27ee0 AP_Frsky_Telem: removed create() method for objects

we were getting some uninitialised variables. While it only showed up in
AP_SbusOut, it means we can't be sure it won't happen on other objects,
so safest to remove the approach

Florent Martel 949aa4d9ca AP_Frsky_Telem: replace VDOP with extra GPS status bits 
This removes VDOP (not really that useful) and replaces two of those
bits with GPS status info that now allows to differentiate between 3D
fix, DGPS, RTK Float, and RTK Fixed. This is written to maximize
backwards compatibility (by not shifting any other bits of the
gps_status variable)

Mathieu OTHACEHE 152edf7189 Global: remove mode line from headers 
Using a global .dir-locals.el file is a better alternative than
reincluding the same emacs header in every file of the project.

Gustavo Jose de Sousa 00219c5e0c AP_Frsky_Telem: standardize inclusion of libaries headers 
This commit changes the way libraries headers are included in source files:

 - If the header is in the same directory the source belongs to, so the
 notation '#include ""' is used with the path relative to the directory
 containing the source.

 - If the header is outside the directory containing the source, then we use
 the notation '#include <>' with the path relative to libraries folder.

Some of the advantages of such approach:

 - Only one search path for libraries headers.

 - OSs like Windows may have a better lookup time.

Matthias Badaire c7cd1c9fde AP_Frsky_Telem: added initial Frsky telemetry library 
based on work from the PX4Firmware tree, this adds a library which can
create and send Frsky telemetry packets
