    restrict airmode to manual throttle modes
    add qhover to manual throttle mix
    move air_mode from Plane to QuadPlane
    add Mode::is_vtol_man_throttle()

We can't learn the route for sending to a private channel, so we
shouldn't need to actually check it when iterating the routes.
