#15160 : Extend the new email parser to handle MIME headers.

This code passes all the same tests that the existing RFC mime header
parser passes, plus a bunch of additional ones.
There are a couple of commented out tests where there are issues with the
folding. The folding doesn't normally get invoked for headers parsed from
source, and the cases are marginal anyway (headers with invalid binary data)
so I'm not worried about them, but will fix them after the beta.
There are things that can be done to make this API even more convenient, but I
think this is a solid foundation worth having. And the parser is a full RFC
parser, so it handles cases that the current parser doesn't. (There are also
probably cases where it fails when the current parser doesn't, but I haven't
found them yet ;)
Oh, yeah, and there are some really ugly bits in the parser for handling some
'postel' cases that are unfortunately common.
I hope/plan to to eventually refactor a lot of the code in the parser which
should reduce the line count...but there is no escaping the fact that the
error recovery is welter of special cases.

Add a hint that CSD == Service Pack.
...
People searcing for the way to get a "service pack" will never find that we
provide it here, and people that find this function won't know what CSD is
until they run the function. On top of this, they won't know what the value
means unless they really have a service pack installed.
CSD, or Customer Service Diagnostics, is apparently no longer used, and was
rarely used term at that. Most references to it online are from
universities making Windows 2000 and XP service packs available to students.

Requested by Florent Xicluna with the rationale that they make the docs
look unfinished. I’ve also removed a few XXX notes that were not
visible in the HTML but could waste contributors’ time by suggesting
improvements that are never going to happen for distutils.

Fix markup used in the documentation of sys.prefix and sys.exec_prefix.

- Using the file role with {placeholders} is IMO clearer than fake
Python code.
- The fact that sys.version[:3] gives '3.2' is a CPython detail and
should not be advertised (see #9442 ), even if some stdlib modules
currently rely on that detail.

I added a link from the term “virtual subclass” to the glossary entry
for ABCs but this was not enough, now the glossary briefly defines
“virtual” and links to the abc module doc which contains more mentions
