Peter Barker fd9068de8a AP_L1_Control: correct zeroing of cross-track integrator
This routine is generally only called at 10Hz, so the integrator was
regularly reset.

Paul Riseborough 379506b718 ArduCopter: Don't request EKF yaw reset unless innovations are large
This prevents unwanted resets if GPS fails.
