Peter Barker d71776d387 AP_HAL: avoid using struct Location 
clang reports this could be a problem when compiling under some EABIs.  Remove it from most places as it is just noise, replace with class where we want to avoid including Location.h

Andrew Tridgell 4d51173e9c AP_HAL: added TIME_CHECK() macro 
this can be used to find places where we use more time than
expected. It works similarly to WITH_SEMAPHORE()

Peter Barker b76e2316bb AP_HAL: do not gate AP_CRASHDUMP_ENABLED on bootloader 
Also rename from HAL_CRASHDUMP_ENABLE

Removes code based on define rather than creating empty functions.  Makes it clearer what's going on in the callers.
