Create os.environb mapping and os.getenvb() function, os.unsetenv() encodes str
argument to the file system encoding with the surrogateescape error handler
(instead of utf8/strict) and accepts bytes, and posix.environ keys and values
are bytes.

Works around issue3863: freebsd4/5/6 and os2emx are known to have OS bugs when
calling fork() from a child thread. This disables that unit test (with a note
printed to stderr) on those platforms.
A caveat about buggy platforms is added to the os.fork documentation.

FreeBSD 7's underlying malloc() is behaves differently to earlier versions
and seriously overcommits available memory on amd64. This may affect
other 64bit platforms in some circumstances, so the scale of the

Issue 705836: Fix struct.pack(">f", 1e40) to behave consistently
across platforms: it should now raise OverflowError on all
platforms. (Previously it raised OverflowError only on
non IEEE 754 platforms.)
Also fix the (already existing) test for this behaviour
so that it actually raises TestFailed instead of just
referencing it.

Change simple instances (in Fraction) of self.numerator and self.denominator to
self._numerator and self._denominator. This speeds abs() up from 12.2us to
10.8us and trunc() from 2.07us to 1.11us. This doesn't change _add and friends
because they're more complicated.

Fix zipfile decryption. The check for validity only worked on one
type of encrypted zip files. Files using extended local headers
needed to compare the check byte against different values. (according
to reading the infozip unzip crypt.c source code)
