For threads, and for multiprocessing, it's always been the case that ``args=list`` works fine when passed to ``Process()`` or ``Thread()``, and such code is common in the wild. But, according to the docs, only a tuple can be used. This brings the docs into synch with reality.

Remove the undocumented private float.__set_format__() method,
previously known as float.__set_format__() in Python 3.7. Its
docstring said: "You probably don't want to use this function. It
exists mainly to be used in Python's test suite."
Fix a bug in urllib.request.HTTPPasswordMgr.find_user_password() and
urllib.request.HTTPPasswordMgrWithPriorAuth.is_authenticated() which
allowed to bypass authorization. For example, access to URI "example.org/foobar"
was allowed if the user was authorized for URI "example.org/foo".
<stdbool.h> is the standard/modern way to define embedd/extends Python free to define bool, true and false, but there are existing applications that use slightly different redefinitions, which fail if the header is included.
It's OK to use stdbool outside the public headers, though.

Rename the private undocumented float.__set_format__() method to
float.__setformat__() to fix a typo introduced in Python 3.7. The
method is only used by test_float.
The change enables again test_float tests on the float format which
were previously skipped because of the typo.

in commit b5c51d3dd9.
Remove the HAVE_PY_SET_53BIT_PRECISION macro (moved to the internal
C API).

The locale.getdefaultlocale() function is deprecated and will be
removed in Python 3.13. Use locale.setlocale(),

Fix parsing a numeric literal immediately (without spaces) followed by
"not in" keywords, like in "1not in x". Now the parser only emits
a warning, not a syntax error.
Curly brackets were never allowed in namespace URIs
according to RFC 3986, and so-called namespace-validating
XML parsers have the right to reject them a invalid URIs.
libexpat >=2.4.5 has become strcter in that regard due to
related security issues; with ET.XML instantiating a
namespace-aware parser under the hood, this test has no
future in CPython.

It fixes the "Text File Busy" OSError when using 'rmtree' on a
windows-managed filesystem in via the VirtualBox shared folder
(and possible other scenarios like a windows-managed network file
system).

1. We now don't explicitly check for any base / sub types, because new name check covers it
2. I've also checked that `no_type_check` do not modify foreign functions. It was the same as with `type`s

* Add exception for uninstantiated interpolation (configparser)
The current feedback when users try to pass an uninstantiated
interpolation into a ConfigParser is an error message that does not help
users solve the problem. This current error of `TypeError: before_set()
missing 1 required positional argument: 'value'` does not display until
the parser is used, which usually results in the assumption that
instantiation of the parser was done correctly. The new exception of
InterpolationTypeError, will be raised on the line where the
ConfigParser is instantiated. This will result in users see the line
that has the error in their backtrace for faster debugging.
There have been a number of bugs created in the issue tracker, which
could have been addressed by:

The `module` parameter carries semantic information about the forward ref.
Forward refs are different if they refer to different module even if they
have the same name. This affects the `__eq__`, `__repr__` and `__hash__` methods.

asyncio/taskgroups.py is an adaptation of taskgroup.py from EdgeDb, with the following key changes:
- Allow creating new tasks as long as the last task hasn't finished
- Raise [Base]ExceptionGroup (directly) rather than TaskGroupError deriving from MultiError
- Instead of monkey-patching the parent task's cancel() method,
add a new public API to Task
The Task class has a new internal flag, `_cancel_requested`, which is set when `.cancel()` is called successfully. The `.cancelling()` method returns the value of this flag. Further `.cancel()` calls while this flag is set return False. To reset this flag, call `.uncancel()`.
Thus, a Task that catches and ignores `CancelledError` should call `.uncancel()` if it wants to be cancellable again; until it does so, it is deemed to be busy with uninterruptible cleanup.
This new Task API helps solve the problem where TaskGroup needs to distinguish between whether the parent task being cancelled "from the outside" vs. "from inside".

Ensure strong references are acquired whenever using `set_next()`. Added randomized test cases for `__eq__` methods that sometimes mutate sets when called.
Confirmed with @jaraco that this indeed needs a fix.
A question that came up while I was digging into the code: I think `SelectableGroups` could similarly use `__slots__ = ()`, since its purpose seems only for convenience around `dict`, not to have attributes of its own.

Numeric fields of type float, notably mtime, can't be represented
exactly in the ustar header, so the pax header is used. But it is
helpful to set them to the nearest int (i.e. second rather than
nanosecond precision mtimes) in the ustar header as well, for the
benefit of unarchivers that don't understand the pax header.
Add test for tarfile.TarInfo.create_pax_header to confirm correct
behaviour.
In [Lib/test/support/import_helper.py](https://github.com/python/cpython/blob/master/Lib/test/support/import_helper.py), the function `make_legacy_pyc` makes a call to `os.rename` which can fail when the source and target live on different devices. This happens (for example) when `PYTHONPYCACHEPREFIX` is set to a directory anywhere on disk, while a ramdisk is mounted on `/tmp` (the latter of which is the default on various Linux distros). Replacing `os.rename` with `shutil.move` fixes this.

The calendar.LocaleTextCalendar and calendar.LocaleHTMLCalendar
classes module now use locale.getlocale(), instead of using
locale.getdefaultlocale(), if no locale is specified.
ctypes.CFUNCTYPE() and ctypes.WINFUNCTYPE() now fail to create the
type if its "_argtypes_" member contains too many arguments.
Previously, the error was only raised when calling a function.
Change also how CFUNCTYPE() and WINFUNCTYPE() handle KeyError to
prevent creating a chain of exceptions if ctypes.CFuncPtr raises an
error.
Building Python now requires a C99 <math.h> header file providing a
NAN constant, or the __builtin_nan() built-in function. If a platform
does not support Not-a-Number (NaN), the Py_NO_NAN macro can be
defined in the pyconfig.h file.
This reduces the size of the data segment by **300 KB** of the executable because if the modules are deep-frozen then the marshalled frozen data just wastes space. This was inspired by comment by @gvanrossum in https://github.com/python/cpython/pull/29118#issuecomment-958521863. Note: There is a new option `--deepfreeze-only` in `freeze_modules.py` to change this behavior, it is on be default to save disk space.

Disable compiler optimization within test_peg_generator.
This speed up test_peg_generator by always disabling compiler
optimizations by using -O0 or equivalent when the test is building its
own C extensions.
A build not using --with-pydebug in order to speed up test execution
winds up with this test taking a very long time as it would do
repeated compilation of parser C code using the same optimization
flags as CPython was built with.
This speeds the test up 6-8x on gps-raspbian.
Also incorporate's #31017's win32 conditional and flags.

The heredoc creation statements use >> to append conftest.c. This can cause
tricky build issues if the file is not correctly removed prior to its
name being reused (such name is reused several times for different
contextual tests during the build). One such result from appending may
cause #include <ac_nonexistent.h> to persist when testing to acquire
PLATFORM_TRIPLET. This can then lead to downstream issues concerning SOABI.

Fix test_gdb.test_pycfunction() for Python built with clang -Og.
Tolerate inlined functions in the gdb traceback.
When _testcapimodule.c is built by clang -Og, _null_to_none() is
inlined in meth_varargs() and so gdb returns _null_to_none() as
the frame #1. If it's not inlined, meth_varargs() is the frame #1.

Fix a Python crash in test_lib2to3 when using Python built in debug
mode: limit the recursion limit.
The test_all_project_files() test of test_lib2to3 now uses the
test.support.infinite_recursion() context manager when processing the
infinite_recursion.py file to prevent a crash when Python is built in
debug mode.
The two test_all_project_files() tests now use subTest() and log the
refactored/parsed filename (if test_lib2to3 is run in verbose mode).

musl libc and gnu libc are not ABI compatible so we need set different
SOABI for musl and not simply assume that all linux is linux-gnu.
Replace linux-gnu with the detected os for the build from config.guess
for linux-musl*.

We're deferring this change until 3.12 while upstream projects that use
the legacy assertion method names are fixed. See the issue for links
to the discussion. Many upstream projects now have issues and PRs
filed.
In the File menu, 'Close' and 'Exit' are now 'Close Window' (the current
one) and 'Exit' is now 'Exit IDLE' (by closing all windows).
In Shell, 'quit()' and 'exit()' mean 'close Shell'.
If there are no other windows, this also exits IDLE.
Previously this didn't matter because there weren't any valid code paths
that could trigger a type check with a special form, but after the bug
fix for `Annotated` wrapping special forms it's now possible to annotate
something like `Annotated['ClassVar[int]', (3, 4)]`. This change would
also be needed for proposed future changes, such as allowing `ClassVar`
and `Final` to nest each other in dataclasses.
We treat Annotated type arg as class-level annotation. This exempts it from checks against Final and ClassVar in order to allow using them in any nesting order.

Fix a race condition on setting a type __bases__ attribute: the
internal function add_subclass() now gets the
PyTypeObject.tp_subclasses member after calling PyWeakref_NewRef()
which can trigger a garbage collection which can indirectly modify
PyTypeObject.tp_subclasses.
"python -X showrefcount" now shows the total reference count after
clearing and destroyed the main Python interpreter. Previously, it
was shown before.
Py_FinalizeEx() now calls _PyDebug_PrintTotalRefs() after
finalize_interp_delete().
Fix an uncaught exception during help text generation when
argparse.BooleanOptionalAction is used with default=argparse.SUPPRESS
and help is specified.

Use common error message for non-string attribute name in the builtin
functions getattr and hasattr.
The special check no longer needed since Python 3.0.
Skip test_builtin PTY tests on non-ASCII characters if the readline
module is loaded. The readline module changes input() behavior, but
test_builtin is not intented to test the readline module.
When the readline module is loaded, PyOS_Readline() uses the readline
implementation. In some cases, the Python readline callback
rlhandler() is called by readline with a string without non-ASCII
characters.
Undo rejected PEP-663 changes:
- restore `repr()` to its 3.10 status
- restore `str()` to its 3.10 status
New changes:
- `IntEnum` and `IntFlag` now leave `__str__` as the original `int.__str__` so that str() and format() return the same result
- zero-valued flags without a name have a slightly changed repr(), e.g. `repr(Color(0)) == '<Color: 0>'`
- update `dir()` for mixed-in types to return all the methods and attributes of the mixed-in type
- added `_numeric_repr_` to `Flag` to control display of unnamed values
- enums without doc strings have a more comprehensive doc string added
- `ReprEnum` added -- inheriting from this makes it so only `__repr__` is replaced, not `__str__` nor `__format__`; `IntEnum`, `IntFlag`, and `StrEnum` all inherit from `ReprEnum`
Py_EndInterpreter() now explicitly untracks all objects currently
tracked by the GC. Previously, if an object was used later by another
interpreter, calling PyObject_GC_UnTrack() on the object crashed if
the previous or the next object of the PyGC_Head structure became a
dangling pointer.
When Python is built without --enable-shared, the "python" program is
now linked to object files, rather than being linked to the Python
library (libpython.a), to make sure that all symbols are exported.
Previously, the linker omitted some symbols like the Py_FrozenMain()
function.
When Python is configured with --without-static-libpython, the Python
static library (libpython.a) is no longer built.

* test_capi now ensures that the "Py_FrozenMain" symbol is exported.
Previously, the main interpreter was allocated on the heap during runtime initialization. Here we instead embed it into _PyRuntimeState, which means it is statically allocated as part of the _PyRuntime global. The same goes for the initial thread state (of each interpreter, including the main one). Consequently there are fewer allocations during runtime/interpreter init, fewer possible failures, and better memory locality.
FYI, this also helps efforts to consolidate globals, which in turns helps work on subinterpreter isolation.

Add `string.Template.get_identifiers()` method that returns the identifiers within the template. By default, raises an error if it encounters an invalid identifier (like `substitute()`). This change solves two problems encountered by users of the macOS Python Launcher app on recent macOS releases (10.14+):
- The launcher app was no longer able to launch the macOS Terminal.app to run a script.
- Even if Terminal.app was already launched, the launcher app was unable to send an Apple Event to Terminal.app to open and run Python with the desired .py file.
The idea is to ensure that module `xml.parsers.expat.errors`
contains all known error codes and messages,
even when CPython is compiled or run with an outdated version of libexpat.

`@dataclass` in 3.10 prohibits using list, dict, or set as default values. It does this to avoid the mutable default problem. This test is both too strict, and not strict enough. Too strict, because some immutable subclasses should be safe, and not strict enough, because other mutable types should be prohibited. With this change applied, `@dataclass` now uses unhashability as a proxy for mutability: if objects aren't hashable, they're assumed to be mutable.
The line numbers of actually calling the decorator functions of
functions and classes was wrong (as opposed to loading them, were they
have been correct previously too).

When Python is embedded in other applications, it is not easy to determine which version of Python is being used. This change exposes the Python version as part of the API data. Tools like Austin (https://github.com/P403n1x87/austin) can benefit from this data when targeting applications like uWSGI, as the Python version can then be inferred systematically by looking at the exported symbols rather than relying on unreliable pattern matching or other hacks (like remote code execution etc...).

freezing and deepfreezing again. To speed up build process the build tools
:program:`_bootstrap_python` and :program:`_freeze_module` are no longer
build with LTO.
Cross building depends on a build Python interpreter, which must have same
version and bytecode as target host Python.
The getpath.py file is frozen at build time and executed as code over a namespace. It is never imported, nor is it meant to be importable or reusable. However, it should be easier to read, modify, and patch than the previous code.
This commit attempts to preserve every previously tested quirk, but these may be changed in the future to better align platforms.
Modify the ``EnumType.__dir__()`` and ``Enum.__dir__()`` to ensure
that user-defined methods and methods inherited from mixin classes always
show up in the output of `help()`. This change also makes it easier for
IDEs to provide auto-completion.

* [bpo-43137](): webbrowser: Prefer gio open over gvfs-open
gvfs-open(1) was superseded by gio(1) in 2015, and removed from GNOME
releases in 2018. Debian and its derivatives like Ubuntu currently still
have a compatibility shim for gvfs-open, but we plan to remove it.
webbrowser prefers xdg-settings and xdg-open over gvfs-open, so this
will only have any practical effect on systems where the xdg-utils
package is not installed.
Note that we don't check for GNOME_DESKTOP_SESSION_ID before using gio.
gio does the right thing on any desktop environment that follows
freedesktop.org specifications, similar to xdg-settings, so it's
unnecessary to guard in this way. GNOME_DESKTOP_SESSION_ID was deprecated
in 2008 and removed from upstream gnome-session in 2018 (it's still
present in Debian/Ubuntu for backward compatibility, but probably
shouldn't be). The replacement way to detect a desktop environment is
the XDG_CURRENT_DESKTOP environment variable, which is a colon-separated
sequence where the first item is the current desktop environment and the
second and subsequent items (if present) are other desktop environments
that it resembles or is based on.

I haven't attempted to assess which of the specific web browsers such as Galeon are still extant, and which ones disappeared years ago. They could almost certainly be cleaned up, but that's beyond the scope of this PR.

Instead we use $(PYTHON_FOR_REGEN) .../deepfreeze.py with the
frozen .h file as input, as we did for Windows in bpo-45850.
We also get rid of the code that generates the .h files
when make regen-frozen is run (i.e., .../make_frozen.py),
and the MANIFEST file.

Implement changes to build with deep-frozen modules on Windows.
Note that we now require Python 3.10 as the "bootstrap" or "host" Python.
This causes a modest startup speed (around 7%) on Windows.
Special handling is needed, because for non-slots dataclasses the instance attributes are not set: reading from a field just references the class's attribute of the same name, which contains the default value. But this doesn't work for classes using __slots__: they don't read the class's attribute. So in that case (and that case only), initialize the instance attribute. Handle this for both normal defaults, and for fields using default_factory.
It is now considered a historical accident that e.g. `for` loops and the `iter()` built-in function do not require the iterators they work with to define `__iter__`, only `__next__`.
Some of the tests in test_queue had a race condition in which a
non-sentinel value could be enqueued after the final sentinel value
leading to not all the inputs being processed (and test failures).
This changes feed() to enqueue a sentinel once the inputs are exhausted,
which guarantees that the final queued object is a sentinel. This
requires the number of feeder threads to match the number of consumer
threads, but that's already the case in the relevant tests.
``configure`` now uses a standardized format to forward state, compiler
flags, and linker flags to ``Makefile``, ``setup.py``, and
``Modules/Setup``. ``makesetup`` use the new variables by default if a
module line does not contain any compiler or linker flags. ``setup.py``
has a new function ``addext()``.
For a module ``egg``, configure adds:
* ``MODULE_EGG`` with value yes, missing, disabled, or n/a
* ``MODULE_EGG_CFLAGS``
* ``MODULE_EGG_LDFLAGS``
``Makefile.pre.in`` may also provide ``MODULE_EGG_DEPS`` that lists
dependencies such as header files and static libs.

Unlike the other locks reinitialized by _PyRuntimeState_ReInitThreads,
the "interpreters.main->id_mutex" is not freed by _PyRuntimeState_Fini
and should not force the default raw allocator.

* bpo-45772: socket.socket should be a class instead of a function
Currently `socket.socket` is documented as a function, but it is really
a class (and thus has function-like usage to construct an object). This
correction would ensure that Python projects that are interlinking
Python's documentation can properly locate `socket.socket` as a type.
Remove the --findleaks command line option of regrtest: use the
--fail-env-changed option instead. Since Python 3.7, it was a
deprecated alias to the --fail-env-changed option.
This gains 10% or more in startup time for `python -c pass` on UNIX-ish systems.
The Makefile.pre.in generating code builds on Eric's work for bpo-45020, but the .c file generator is new.
Windows version TBD.
Almost all checks are now cached by AC_CACHE_CHECK().
Common patterns are replaced by helper macros.
Variable names now use naming scheme ``ac_cv_func_$funcname``,
``ac_cv_lib_$library_$funcname``, or ``ac_cv_header_$headername_h``.
``SYS_SELECT_WITH_SYS_TIME`` is no longer used.
``uuid_create`` and ``uuid_enc_be`` are provided by libc on BSD. It is
safe to use ``AC_CHECK_FUNCS`` here.
Caching speeds up ./configure -C from ~ 4s to 2.6s on my system.
