Don't restrict ourselves to a "max" fd when closing fds before exec()
...
when we have a way to get an actual list of all open fds from the OS.
Fixes issue #21618 : The subprocess module would ignore fds that were
inherited by the calling process and already higher than POSIX resource
limits would otherwise allow. On systems with a functioning /proc/self/fd
or /dev/fd interface the max is now ignored and all fds are closed.

Issue #21424 : Optimize heaqp.nlargest() to make fewer tuple comparisons.
...
Consolidates the logic for nlargest() into a single function so that
decoration tuples (elem, order) or (key, order, elem) only need to
be formed when a new element is added to the heap. Formerly, a tuple
was created for every element regardless of whether it was added to
the heap.
The change reduces the number of tuples created, the number of ordering
integers created, and total number of tuple comparisons.

#15916 : if there are no docstrings, make empty suite, not an error.
...
This makes doctest work like unittest: if the test case is empty, that
just means there are zero tests run, it's not an error. The existing
behavior was broken, since it only gave an error if there were *no*
docstrings, and zero tests run if there were docstrings but none of them
contained tests. So this makes it self-consistent as well.

#17498 : Defer SMTPServerDisconnected errors until the next command.
...
Normally an SMTP server will return an error, and smtplib will then issue an
RSET to return the connection to the known starting state. Some servers,
however, disconnect after issuing certain errors. When we issue the RSET,
this would result in raising an SMTPServerDisconnected error, *instead* of
returning the error code the user of the library was expecting. This fix
makes the internal RSET calls ignore the disconnection so that the error code
is returned. The user of the library will then get the SMTPServerDisconnected
error the next time they try to talk to the server.

#21169 : fix getpass to use replace error handler on UnicodeEncodeError.
...
If the input stream encoding couldn't encode one or more of the
non-ascii characters in the prompt, it would fail, throwing a
UnicodeEncodeError. Now if that happens we re-encoding using the
'replace' error handler.

Issue #21013 : Enhance ssl.create_default_context() for server side contexts
...
Closes #21013 by modfying ssl.create_default_context() to:
* Move the restricted ciphers to only apply when using
ssl.Purpose.CLIENT_AUTH. The major difference between restricted and not
is the lack of RC4 in the restricted. However there are servers that exist
that only expose RC4 still.
* Switches the default protocol to ssl.PROTOCOL_SSLv23 so that the context
will select TLS1.1 or TLS1.2 if it is available.
* Add ssl.OP_NO_SSLv3 by default to continue to block SSL3.0 sockets
* Add ssl.OP_SINGLE_DH_USE and ssl.OP_SINGLE_ECDG_USE to improve the security
of the perfect forward secrecy
* Add ssl.OP_CIPHER_SERVER_PREFERENCE so that when used for a server side
socket the context will prioritize our ciphers which have been carefully
selected to maximize security and performance.
* Documents the failure conditions when a SSL3.0 connection is required so
that end users can more easily determine if they need to unset
ssl.OP_NO_SSLv3.

Issue #15968 : Incorporated Tcl, Tk, and Tix builds into the Windows build

solution.
Currently, Tix is not built in Debug configuration.
This change also:
- simplifies some Tcl/Tk-related msbuild properties for _tkinter
- copies the Tcl and Tk DLLs into the build output directory, meaning
they will always be available after a build without having to copy
them manually or change PATH
- removes PCbuild/build_tkinter.py: the solution does the build without
needing to invoke Python (so Tcl/Tk/Tix can be built in parallel with
the rest of the build using the `/m` msbuild command line switch)
- removes an outdated README concerning building Tcl/Tk on AMD64

Issue #20995 : Enhance default ciphers used by the ssl module
...
Closes #20995 by Enabling better security by prioritizing ciphers
such that:
* Prefer cipher suites that offer perfect forward secrecy (DHE/ECDHE)
* Prefer ECDHE over DHE for better performance
* Prefer any AES-GCM over any AES-CBC for better performance and security
* Then Use HIGH cipher suites as a fallback
* Then Use 3DES as fallback which is secure but slow
* Finally use RC4 as a fallback which is problematic but needed for
compatibility some times.

Make distutils error messages more helpful ( #11599 ).
...
When running external programs such as a C compiler and getting an
error code, distutils only prints the program name. With this change,
one can get the full command line by setting the DISTUTILS_DEBUG
environment variable.
This should have no compatibility issues, unless there are tools
that depend on the exact format of distutils debug messages.

str.encode, bytes.decode and bytearray.decode now use an

#14983 : always add a line end after a MIME boundary marker.
...
This is more RFC compliant (see issue) and fixes a problem with
signature verifiers rejecting the part when signed. There is some
amount of backward compatibility concern here since it changes
the output, but the RFC issue coupled with fixing the problem
with signature verifiers seems worth the small risk of breaking
code that depends on the current incorrect output.

This applies only to the new parser. The old parser decodes encoded words
inside quoted strings already, although it gets the whitespace wrong
when it does so.
This version of the patch only handles the most common case (a single encoded
word surrounded by quotes), but I haven't seen any other variations of this in
the wild yet, so its good enough for now.

#19772 : Do not mutate message when downcoding to 7bit.
...
This is a bit of an ugly hack because of the way generator pieces together the
output message. The deepcopys aren't too expensive, though, because we know it
is only called on messages that are not multiparts, and the payload (the thing
that could be large) is an immutable object.

Issue #20226 : Major improvements to Argument Clinic.
...
* You may now specify an expression as the default value for a
parameter! Example: "sys.maxsize - 1". This support is
intentionally quite limited; you may only use values that
can be represented as static C values.
* Removed "doc_default", simplified support for "c_default"
and "py_default". (I'm not sure we still even need
"py_default", but I'm leaving it in for now in case a
use presents itself.)
* Parameter lines support a trailing '\\' as a line
continuation character, allowing you to break up long lines.
* The argument parsing code generated when supporting optional
groups now uses PyTuple_GET_SIZE instead of PyTuple_GetSize,
leading to a 850% speedup in parsing. (Just kidding, this
is an unmeasurable difference.)
* A bugfix for the recent regression where the generated
prototype from pydoc for builtins would be littered with
unreadable "=<object ...>"" default values for parameters
that had no default value.
* Converted some asserts into proper failure messages.
* Many doc improvements and fixes.
