Closes #19043 : remove detailed listing of versions from license files

Since all versions since 2.2 are under the same licensing terms,
this saves the release manager from touching the two files for
very new minor release.

Initial patch by Bruno Piguet.
This is implemented as if a useful .netrc file could exist without passwords,
which is possible in the general case; but in fact our netrc implementation
does not support it. Fixing that issue will be an enhancement.
