Victor Stinner f6a271ae98 Issue #18395: Rename ``_Py_char2wchar()`` to :c:func:`Py_DecodeLocale`, rename 
``_Py_wchar2char()`` to :c:func:`Py_EncodeLocale`, and document these
functions.
