Fred Drake df872a2052 No need to be ambiguous about *how* extended slices and built-in types 
have changed.

Uncomment a heading so that PendingDeprecationWarning doesn't seem so
out of place.

[ 400998 ] experimental support for extended slicing on lists

somewhat spruced up and better tested than it was when I wrote it.

Includes docs & tests.  The whatsnew section needs expanding, and arrays
should support extended slices -- later.
