This adds `_PyMem_FreeDelayed()` and supporting functions. The
`_PyMem_FreeDelayed()` function frees memory with the same allocator as
`PyMem_Free()`, but after some delay to ensure that concurrent lock-free
readers have finished.
* gh-112529: Track if debug allocator is used as underlying allocator
The GC implementation for free-threaded builds will need to accurately
detect if the debug allocator is used because it affects the offset of
the Python object from the beginning of the memory allocation. The
current implementation of `_PyMem_DebugEnabled` only considers if the
debug allocator is the outer-most allocator; it doesn't handle the case
of "hooks" like tracemalloc being used on top of the debug allocator.
This change enables more accurate detection of the debug allocator by
tracking when debug hooks are enabled.
* Simplify _PyMem_DebugEnabled
This replaces some usages of PyThread_type_lock with PyMutex, which does not require memory allocation to initialize.
This simplifies some of the runtime initialization and is also one step towards avoiding changing the default raw memory allocator during initialize/finalization, which can be non-thread-safe in some circumstances.
No longer export these 2 internal C API functions:
* _PyEval_SignalAsyncExc()
* _PyEval_SignalReceived()
Add also comments explaining why some internal functions have to be
exported, and update existing comments.
Move private _PyMem functions to the internal C API (pycore_pymem.h):

* _PyMem_RawWcsdup()
* _PyMem_Strdup()
No longer export these functions.
Move pymem_getallocatorsname() function from _testcapi to _testinternalcapi,
since the API moved to the internal C API.
The risk of a race with this state is relatively low, but we play it safe anyway. We do avoid using the lock in performance-sensitive cases where the risk of a race is very, very low.
The _xxsubinterpreters module was meant to only use public API. Some internal C-API usage snuck in over the last few years (e.g. gh-28969). This fixes that.
The global allocators were stored in 3 static global variables: _PyMem_Raw, _PyMem, and _PyObject. State for the "small block" allocator was stored in another 13. That makes a total of 16 global variables. We are moving all 16 to the _PyRuntimeState struct as part of the work for gh-81057. (If PEP 684 is accepted then we will follow up by moving them all to PyInterpreterState.)

Move _Py_GetAllocatedBlocks() and _PyObject_DebugMallocStats()
declarations to pycore_pymem.h. These functions are related to memory
allocators, not to the PyObject structure.
Fix a crash at Python exit when a deallocator function removes the
last strong reference to a heap type.
Don't read type memory after calling basedealloc() since
basedealloc() can deallocate the type and free its memory.
_PyMem_IsPtrFreed() argument is now constant.
* Remove 'zombie' frames. We won't need them once we are allocating fixed-size frames.
* Add co_nlocalplus field to code object to avoid recomputing size of locals + frees + cells.
* Move locals, cells and freevars out of frame object into separate memory buffer.
* Use per-threadstate allocated memory chunks for local variables.
* Move globals and builtins from frame object to per-thread stack.
* Move (slow) locals frame object to per-thread stack.
* Move internal frame functions to internal header.
The PyObject_INIT() and PyObject_INIT_VAR() macros become aliases to,
respectively, PyObject_Init() and PyObject_InitVar() functions.
Rename _PyObject_INIT() and _PyObject_INIT_VAR() static inline
functions to, respectively, _PyObject_Init() and _PyObject_InitVar(),
and move them to pycore_object.h. Remove their return value:
their return type becomes void.
The _datetime module is now built with the Py_BUILD_CORE_MODULE macro
defined.
Remove an outdated comment on _Py_tracemalloc_config.
Rewrite how the _tracemalloc module stores traces of other domains.
Rather than storing the domain inside the key, it now uses a new hash
table with the domain as the key, and the data is a per-domain traces
hash table.

Keep the private _PyGC_FINALIZED() macro in the public C API for
backward compatibility with Python 3.8: make it an alias to the new
PyObject_GC_IsFinalized() function.
Move the SIZEOF_PYGC_HEAD constant from _testcapi module to
_testinternalcapi module.
_Py_NewReference() becomes a regular opaque function, rather than a
static inline function in the C API (object.h), to better hide
implementation details.
Move _Py_tracemalloc_config from public pymem.h to internal
pycore_pymem.h header.
Make _Py_AddToAllObjects() private.
The comment about the collection rules for the permanent generation was
incorrectly referenced by a comment in gcmodule.c (the comment has been
moved long ago into a header file). Moving the comment into the relevant
code helps with readability and avoids broken references.
bpo-36389, bpo-38376: The _PyObject_CheckConsistency() function is
now also available in release mode. For example, it can be used to
debug a crash in the visit_decref() function of the GC.
Modify the following functions to also work in release mode:
* _PyDict_CheckConsistency()
* _PyObject_CheckConsistency()
* _PyType_CheckConsistency()
* _PyUnicode_CheckConsistency()
Other changes:
* _PyMem_IsPtrFreed(ptr) now also returns 1 if ptr is NULL

attempt to render repr() at the end.

Change PyAPI_FUNC(type), PyAPI_DATA(type) and PyMODINIT_FUNC macros
of pyport.h when Py_BUILD_CORE_MODULE is defined.
The Py_BUILD_CORE_MODULE define must be now be used to build a C
extension as a dynamic library accessing Python internals: export the
PyInit_xxx() function in DLL exports on Windows.
Changes:
* Py_BUILD_CORE_BUILTIN and Py_BUILD_CORE_MODULE now imply
Py_BUILD_CORE directy in pyport.h.
* ceval.c compilation now fails with an error if Py_BUILD_CORE is not
defined, just to ensure that Python is build with the correct

* setup.py compiles _json.c with Py_BUILD_CORE_MODULE define, rather
than Py_BUILD_CORE_BUILTIN define
* PCbuild/pythoncore.vcxproj: Add Py_BUILD_CORE_BUILTIN define.
Modify CLEANBYTE, DEADDYTE and FORBIDDENBYTE constants: use 0xCD,
0xDD and 0xFD, rather than 0xCB, 0xBB and 0xFB, to use the same byte
patterns than Windows CRT debug malloc() and free().
Replace _PyMem_IsFreed() function with _PyMem_IsPtrFreed() inline
function. The function is now way more efficient, it became a simple
comparison on integers, rather than a short loop. It detects also
uninitialized bytes and "forbidden bytes" filled by debug hooks
on memory allocators.
Add unit tests on _PyObject_IsFreed().
* _PyPreConfig_Write() now reallocates the pre-configuration with the
new memory allocator.
* It is no longer needed to force the "default raw memory allocator"
to clear pre-configuration and core configuration. Simplify the
code.
* _PyPreConfig_Write() now does nothing if called after
Py_Initialize(): no longer check if the allocator is the same.
* Remove _PyMem_GetDebugAllocatorsName(): dev mode sets again
allocator to "debug".
The development mode now uses the effective name of the debug memory
allocator ("pymalloc_debug" or "malloc_debug"). So the name doesn't
change after setting the memory allocator.
