Fix for issue 9367: the test code for os.getgroups

Ensure that sys.prefix can reliably be found
on OSX. This fixes a small issue that was exposed
by running test_subprocess through regrtest (and
hence in a subdirectory).
Without this patch running python.exe from the
build tree will fail when these tree conditions
are true:
1) the CWD is not the root of build tree
2) python.exe is found through $PATH
3) the framework is not yet installed

This fixes issue7900 by adding code that deals
with the fact that getgroups(2) might return
more that MAX_GROUPS on OSX.

gory details. Summarized: OSX behaves rather oddly
and Apple says this is intentional.

Workaround for issue 4047: in some configurations of
the Crash Reporter on OSX test_subprocess will trigger
the reporter.
This patch prints a warning when the Crash Reporter will
get triggered intentionally, which should avoid confusing
people.

Issue #9036: Throughout the code base, Py_CHARMASK is used on 8-bit wide
signed/unsigned chars or on integers directly derived from those. In all
cases, it could be replaced by a simple cast to (unsigned char). Reasons
for the change:
a) Make the comment more explicit.
b) If char is unsigned, the cast is optimized away.
c) If char is unsigned, gcc emits spurious "array subscript
has type 'char'" warnings.

Update PyUnicode_DecodeUTF8 from RFC 2279 to RFC 3629.
1) #8271: when a byte sequence is invalid, only the start byte and all the
valid continuation bytes are now replaced by U+FFFD, instead of replacing
the number of bytes specified by the start byte.
See http://www.unicode.org/versions/Unicode5.2.0/ch03.pdf (pages 94-95);
2) 5- and 6-bytes-long UTF-8 sequences are now considered invalid (no changes
in behavior);
3) Add code and tests to reject surrogates (U+D800-U+DFFF) as defined in
RFC 3629, but leave it commented out since it's not backward compatible;
4) Change the error messages "unexpected code byte" to "invalid start byte"
and "invalid data" to "invalid continuation byte";
5) Add an extensive set of tests in test_unicode;
6) Fix test_codeccallbacks because it was failing after this change.
