Make ssl tests less strict and also accept TLSv1 as system default. The
changes unbreaks test_min_max_version on Fedora 29.

test_asyncio/test_sendfile.py now resets the event loop policy using
tearDownModule() as done in other tests, to prevent a warning when
running tests on Windows.
Command line options for the xlc compiler behave differently from gcc and clang,
so skip this test case for now when xlc is the compiler.
Patch by aixtools (Michael Felt)
* Fix test_mktime on AIX by adding code to get mktime to behave the
same way as it does on other *nix systems
* Fix test_pthread_getcpuclickid in AIX by adjusting the test case
expectations when running on AIX in 32-bit mode
Patch by Michael Felt.
This test case needs "signed short" bitfields, but the
IBM XLC compiler (on AIX) does not support this.
Skip the code and test when AIX and XLC are used.
Use __xlc__ as identifier to detect the XLC compiler.
* use platform.system() as runtime test, rather than sys.platform() build-time test
* IPv6 zone id support on AIX is limited to inet_pton6_zone(), so skip related
getaddrinfo() and getnameinfo() tests as not supported
Fix a race condition in check_interrupted_write() of test_io:
create directly the thread with SIGALRM signal blocked,
rather than blocking the signal later from the thread. Previously, it
was possible that the thread gets the signal before the signal is
blocked.
Rename test.bisect module to test.bisect_cmd to avoid conflict with
bisect module when running directly a test like
"./python Lib/test/test_xmlrpc.py".
Replace time.time() with time.monotonic() in tests to measure time
delta.
test_zipfile64: display progress every minute (60 secs) rather than
every 5 minutes (5*60 seconds).
bpo-34279, bpo-35412: support.run_unittest() no longer raises
TestDidNotRun if a test result contains skipped tests. The
exception is now only raised if no test have been run and no test
have been skipped.
Modify asyncio tests to utilize the certificates from the test directory
instead of its own set, as they are the same and with each update they had
to be updated as well.
Fix mktime() overflow error in test_email: run
test_localtime_daylight_true_dst_true() and
test_localtime_daylight_false_dst_true() with a specific timezone.
When Python is built with the intel control-flow protection flags,
-mcet -fcf-protection, gdb is not able to read the stack without
actually jumping inside the function. This means an extra
'next' command is required to make the $pc (program counter)
enter the function and make the stack of the function exposed to gdb.

We cannot simply call locale.getpreferredencoding() here,
as GDB might have been linked against a different version
of Python with a different encoding and coercion policy
with respect to PEP 538 and PEP 540.
Thanks to Victor Stinner for a hint on how to fix this.
The test tries to fill the receiver's socket buffer and expects an
error. But the RDS protocol doesn't require that. Moreover, the Linux
implementation of RDS expects that the producer of the messages
reduces its rate, it's not the role of the receiver to trigger an
error.
The test fails on Fedora 28 by design, so remove it.

This causes the tearDown code to only unimport the test modules specifically created as part of each test via the self.mkhier method rather than abusing test.support.modules_setup() and the scary test.support.modules_cleanup() code.

Enable and fix SMTPUTF8SimTests in test_smtplib.
The tests for SMTPUTF8SimTests in test_smtplib.py were not actually
being run because test_smtplib was still using the 'test_main' pattern,
and the class was never added to test_main.
Additionally, one of the tests needed to be moved to the non-UTF8 server
class because it relies on the server not being UTF-8 compatible (and it
had a bug in in).
Fix bug in `Lib/test/libregrtest/runtest.py` that makes running tests an extra time than the specified number of runs.
Add check for invalid --huntrleaks/-R parameters.
Only make sure that the result is in unittest.signals._results, don't
check the full content of unittest.signals._results.
support._run_suite() uses TextTestRunner in verbose mode, but
TextTestRunner.run() calls registerResult(result) which made the test
fail with "odd object in result set".
Call also removeResult() to restore unittest.signals._results to
avoid test side effect.
Using gdbm 1.15, creating a database creates a file of 16 MiB. Adding
a small entry and then modifying the small entry doesn't change the
file size. Modify test_dbm_gnu to be less strict: allow that the file
size doesn't change.

test_asyncio hangs indefinitely on macOS 10.13.2+ on `read_pty_output()`
using the KqueueSelector. Closing `proto.transport` (as is done in

Add test cases for IDNA 2003 and 2008 host names. IDNA 2003
internationalized host names are working since bpo-31399 has landed. IDNA
2008 deviations are still broken and will be fixed in another patch.

Exactly which locale requests will end up giving
you the "C" locale is actually platform dependent.
A blank locale and "POSIX" will translate to "C"
on most Linux distros, but may not do so on other platforms, so this adjusts the way the tests are structured to better account for that.
This is an initial step towards fixing the current
test failure on Cygwin (hence the issue reference)
Some parts of the C API are only relevant to larger
applications embedding CPython as a runtime engine.
The helpers to test those APIs are already separated
out into Programs/_testembed.c, this update moves
the associated test cases out into their own dedicated
test file.
test.support.HOST should be "localhost" as it was in the past. See the bpo-29639.
Tests that need the IP address should use HOSTv4 (added) or the existing HOSTv6 constant.
This changes the definition and fixes tests that needed updating to deal with HOST being
the hostname rather than the hardcoded IP address.
This is only the first step in addressing https://bugs.python.org/issue29639.

OpenSSL 1.1.0 to 1.1.0e aborted the handshake when server and client
could not agree on a protocol using ALPN. OpenSSL 1.1.0f changed that.
The most recent version now behaves like OpenSSL 1.0.2 again. The ALPN
callback can pretend to not been set.

When running the test suite using --use=all / -u all, exclude tzdata
since it makes test_datetime too slow (15-20 min on some buildbots)
which then times out on some buildbots.
-u tzdata must now be enabled explicitly, -u tzdata or -u all, tzdata,
to run all test_datetime tests.
Fix also regrtest command line parser to allow passing -u
extralargefile to run test_zipfile64.
Travis CI: remove -tzdata. Replace -u all,-tzdata,-cpu with -u all,-cpu since tzdata is now excluded from -u all.
Add "Misc/NEWS.d" directory tree for "blurb".
CPython workflow is changing! We're going to start using "blurb"
to manage Misc/NEWS entries:
https://github.com/python/core-workflow
(This will be a big win for release managers, honest.)
This checkin simply populates the "Misc/NEWS.d" subdirectory tree
so that people can start putting their news entries in there.
No other changes (yet).
