Larry Hastings 101b054c32 Issue #20274: When calling a _sqlite.Connection, it now complains if passed
any keyword arguments.  Previously it silently ignored them.  Also: Remove
ignored and erroneous "kwargs" parameters from three METH_VARARGS methods
on _sqlite.Connection.

Serhiy Storchaka f29bc70bff Issue #15133: _tkinter.tkapp.getboolean() now supports long and Tcl_Obj and
always returns bool.  tkinter.BooleanVar now validates input values (accepted
bool, int, long, str, unicode, and Tcl_Obj).  tkinter.BooleanVar.get() now
always returns bool.

Among other issues, the Apple-supplied 0.9.7 libs for the 10.5 ABI cannot
verify newer SHA-256 certs as now used by python.org services.  Document
in the installer ReadMe some of the certificate management issues that
users now need to be more concerned with due to PEP 476's enabling cert
verification by default.  For now, continue to use the Apple-supplied
0.9.8 libs for the 10.6+ installer since they use Apple private APIs to
verify certificates using the system- and user-managed CA keychain stores.

Serhiy Storchaka 45aa771fe9 Issue #14099: ZipFile.open() no longer reopen the underlying file. Objects
returned by ZipFile.open() can now operate independently of the ZipFile even
if the ZipFile was created by passing in a file-like object as the first
argument to the constructor.

Ned Deily 3f1d0b3121 Issue 22878: PEP 477 - "make install" and "make altinstall" integration
The backport of ensurepip to 2.7.9 allows pip to optionally be installed
or upgraded using the bundled pip provided by the new ensurepip module.
The option can be specified persistently using the configure option:

    ./configure --with-ensurepip[=upgrade|install|no]

It can also be overridden on either the "install" or "altinstall" targets:

    make [alt]install ENSUREPIP=[upgrade|install|no]

For Python 2, the default option is "no" (do not install pip).

When running tests in subprocesses with the regrtest -j option, a bug
in Cocoa Tk can result in a Tcl segfault.  Avoid the problem by forcing
Tk to fully initialize as an OS X gui process before destroying the
Tcl instance and creating another. (Original patch by Serhiy Storchaka)

Ned Deily 78cceec1c0 Document changes to OS X installer configurations for 2.7.7.
As of 2.7.8, the 32-bit-only installer will support OS X 10.5
and later systems as is currently done for Python 3.x installers.

For 2.7.7 only, we will provide three installers:
the legacy deprecated 10.3+ 32-bit-only format;
the newer 10.5+ 32-bit-only format;
and the unchanged 10.6+ 64-/32-bit format.

Although binary installers will no longer be available from
python.org as of 2.7.8, it will still be possible to build from
source on 10.3.9 and 10.4 systems if necessary.

* Repair the broken link to norobots-rfc.txt.

* HTTP response codes >= 500 treated as a failed read rather than as a not
found.  Not found means that we can assume the entire site is allowed.  A 5xx
server error tells us nothing.

* A successful read() or parse() updates the mtime (which is defined to be "the
  time the robots.txt file was last fetched").

* The can_fetch() method returns False unless we've had a read() with a 2xx or
4xx response.  This avoids false positives in the case where a user calls
can_fetch() before calling read().

* I don't see any easy way to test this patch without hitting internet
resources that might change or without use of mock objects that wouldn't
provide must reassurance.

test_support._is_gui_available is now defined the same way on every
platform, and now includes the Windows-specific check that had been in the
Windows version of _is_gui_available and the OSX-specific check that was
in runtktests.check_tk_availability.  Also, every platform checks whether
Tk can be instantiated (if the platform-specific checks passed).

Éric Araujo 31fe52dc9e Make distutils error messages more helpful (#11599).
When running external programs such as a C compiler and getting an
error code, distutils only prints the program name.  With this change,
one can get the full command line by setting the DISTUTILS_DEBUG
environment variable.

This should have no compatibility issues, unless there are tools
that depend on the exact format of distutils debug messages.

Terry Jan Reedy 09f4f253b5 Issue #15618: Make turtle.py itself work when run from a module with
from __future__ import unicode_literals.  Initial patch by Juancarlo Añez.

The demos at the end of turtle.py appear to be the only test, so I changed
some of the strings to unicode with a u prefix.  If os.path.isfile or the Tk
image function have problems with Unicode input, that would be different issue.

R David Murray 2cfae9b03f #14983: always add a line end after a MIME boundary marker.
This is more RFC compliant (see issue) and fixes a problem with
signature verifiers rejecting the part when signed.  There is some
amount of backward compatibility concern here since it changes
the output, but the RFC issue coupled with fixing the problem
with signature verifiers seems worth the small risk of breaking
code that depends on the current incorrect output.
