#18324 : set_payload now correctly handles binary input.
...
This also backs out the previous fixes for for #14360 , #1717 , and #16564 .
Those bugs were actually caused by the fact that set_payload didn't decode to
str, thus rendering the model inconsistent. This fix does mean the data
processed by the encoder functions goes through an extra encode/decode cycle,
but it means the model is always consistent. Future API updates will provide
a better way to encode payloads, which will bypass this minor de-optimization.
Tests by Vajrasky Kok.

#17616 : Improve context manager tests, fix bugs in close method and mode docs.
...
'mode' docs fix: the file must always be opened in binary in Python3.
Bug in Wave_write.close: when the close method calls the check that the header
exists and it raises an error, the _file attribute never gets set to None, so
the next close tries to close the file again and we get an ignored traceback
in the __del__ method. The fix is to set _file to None in a finally clause.
This represents a behavior change...in theory a program could be checking for
the error on close and then doing a recovery action on the still open file and
closing it again. But this change will only go into 3.4, so I think that
behavior change is acceptable given that it would be pretty weird and unlikely
logic to begin with.

Restore the data block size to 62.
...
The former block size traded away good fit within cache lines in
order to gain faster division in deque_item(). However, compilers
are getting smarter and can now replace the slow division operation
with a fast integer multiply and right shift. Accordingly, it makes
sense to go back to a size that lets blocks neatly fill entire
cache-lines.
GCC-4.8 and CLANG 4.0 both compute "x // 62" with something
roughly equivalent to "x * 9520900167075897609 >> 69".

(Merge 3.3) test_faulthandler: skip test_read_null() on AIX
...
AIX maps the first page of memory at address zero as valid, read-only. Reading
NULL is not a fault on AIX. This is utilized by IBM compiler optimizations.
One speculatively can indirect through a pointer which may be null without
first testing if null and defer the test before using the value.

#14360 : make encoders.encode_quopri work.
...
There were no tests for the encoders module. encode_base64 worked
because it is the default and so got tested implicitly elsewhere, and
we use encode_7or8bit internally, so that worked, too. I previously
fixed encode_noop, so this fix means that everythign in the encoders
module now works, hopefully correctly. Also added an explicit test
for encode_base64.

The exception is raised by import when a module could not be found.
Technically this is defined as no viable loader could be found for the
specified module. This includes ``from ... import`` statements so that
the module usage is consistent for all situations where import
couldn't find what was requested.
This should allow for the common idiom of::
try:
import something
except ImportError:
pass
to be updated to using ModuleNotFoundError and not accidentally mask
ImportError messages that should propagate (e.g. issues with a
loader).
This work was driven by the fact that the ``from ... import``
statement needed to be able to tell the difference between an
ImportError that simply couldn't find a module (and thus silence the
exception so that ceval can raise it) and an ImportError that
represented an actual problem.

...
importlib.abc.Loader.init_module_attrs() and implement
importlib.abc.InspectLoader.load_module().
The importlib.abc.Loader.init_module_attrs() method sets the various
attributes on the module being loaded. It is done unconditionally to
support reloading. Typically people used
importlib.util.module_for_loader, but since that's a decorator there
was no way to override it's actions, so init_module_attrs() came into
existence to allow for overriding. This is also why module_for_loader
is now pending deprecation (having its other use replaced by
importlib.util.module_to_load).
All of this allowed for importlib.abc.InspectLoader.load_module() to
be implemented. At this point you can now implement a loader with
nothing more than get_code() (which only requires get_source();
package support requires is_package()). Thanks to init_module_attrs()
the implementation of load_module() is basically a context manager
containing 2 methods calls, a call to exec(), and a return statement.

#17115,17116: Have modules initialize the __package__ and __loader__
...
attributes to None.
The long-term goal is for people to be able to rely on these
attributes existing and checking for None to see if they have been
set. Since import itself sets these attributes when a loader does not
the only instances when the attributes are None are from someone
overloading __import__() and not using a loader or someone creating a
module from scratch.
This patch also unifies module initialization. Before you could have
different attributes with default values depending on how the module
object was created. Now the only way to not get the same default set
of attributes is to circumvent initialization by calling
ModuleType.__new__() directly.
