Issue #26516: * Add PYTHONMALLOC environment variable to set the Python memory allocators and/or install debug hooks. * PyMem_SetupDebugHooks() can now also be used on Python compiled in release mode. * The PYTHONMALLOCSTATS environment variable can now also be used on Python compiled in release mode.
