environment variable to set the filesystem encoding at Python startup.
sys.setfilesystemencoding() creates inconsistencies because it is unable to
reencode all filenames in all objects.
mywrite() falls back to the C file object if sys_pyfile_write() returns an
error. This patch fixes a segfault is Py_FatalError() is called in an early
stage of Python initialization.
(instances of int, float, complex, decimal.Decimal and
fractions.Fraction) that makes it easy to maintain the invariant that
hash(x) == hash(y) whenever x and y have equal value.

By default, 30-bit digits are enabled on 64-bit machines but
disabled on 32-bit machines.

Fix posix.fork1() / os.fork1() to only call PyOS_AfterFork() in the child
process rather than both parent and child.
Does anyone actually use fork1()? It appears to be a Solaris thing
but if Python is built with pthreads on Solaris, fork1() and fork()
should be the same.
