Antoine Pitrou 513d9aeadb Issue #7512: shutil.copystat() could raise an OSError when the filesystem 
didn't support chflags() (for example ZFS under FreeBSD).  The error is
now silenced.

Antoine Pitrou f83b30832c Issue #1628484: The Makefile doesn't ignore the CFLAGS environment 
variable anymore.  It also forwards the LDFLAGS settings to the linker
when building a shared library.
