Speed up this test by about 99%. Remove sleeps and replace with events.
(This may fail on some slow platforms, but we can fix those cases which
should be relatively isolated and easier to find now.)
Move two test cases that didn't require a server to be started
to a separate TestCase. These tests were taking 3 seconds which
is what the timeout was set to.

Patch #1691070 from Roger Upole: Speed up PyArg_ParseTupleAndKeywords() and improve error msg
My tests don't show the promised speed up of 10%. The code is as fast as the old code for simple cases and slightly faster for complex cases with several of args and kwargs. But the patch simplifies the code, too.

Provide a sanity check during PyThreadState_DeleteCurrent() and
PyThreadState_Delete() to avoid an infinite loop when the tstate list
is messed up and has somehow becomes circular and does not contain the
current thread.
I don't know how this happens but it does, *very* rarely. On more than
one hardware platform. I have not been able to reproduce it manually.
Attaching to a process where its happening: it has always been in an
infinite loop over a single element tstate list that is not the tstate
we're looking to delete. It has been in t_bootstrap()'s call to
PyThreadState_DeleteCurrent() as a pthread is exiting.

Issue 846388. Adds a call to PyErr_CheckSignals to
SRE_MATCH so that signal handlers can be invoked during

Several Windows related cleanups:
* Removed a #define from pyconfig.h. The macro was already defined a few lines higher.
* Fixed path to tix in the build_tkinter.py script
* Changed make_buildinfo.c to use versions of unlink and strcat which are considered safe by Windows (as suggested by MvL).
* Removed two defines from pyproject.vsprops that are no longer required. Both are defined in pyconfig.h and make_buildinfo.c doesn't use the unsafe versions any more (as suggested by MvL).
* Added some more information about PGO and the property files to PCbuild9/readme.txt.

Applied my patch #1455 with some extra fixes for VS 2005
The new msvc9compiler module supports VS 2005 and VS 2008. I've also fixed build_ext to support PCbuild8 and PCbuild9 and backported my fix for xxmodule.c from py3k. The old code msvccompiler is still in place in case somebody likes to build an extension with VS 2003 or earlier.
I've also updated the cygwin compiler module for VS 2005 and VS 2008. It works with VS 2005 but I'm unable to test it with VS 2008. We have to wait for a new version of cygwin.
