This is a derived patch, taking the opportunity to add some organization
to the now-large pile of datetime-related macros, and to factor out
tedious repeated text.
Also improved some clumsy wording in NEWS.
The LaTeX is untested (well, so is the new API, for that matter).
Note that I also changed NULL to get spelled consistently in concrete.tex.
If that was a wrong thing to do, Fred should yell at me.

- Move _PyUnicode_TypeRecord.flags to the end of the struct so that
no padding is added for UCS-4 builds. (Suggested by Martin v. Loewis)

a Py<type>_CheckExact() macro added to test for an object's type
not including subtypes.
The PyDict_CheckExact() macro wasn't created at that time, so I've added
it for API completeness/symmetry - even though nobody has complained
about its absence in the time since 2.2 was released.

somewhat spruced up and better tested than it was when I wrote it.
Includes docs & tests. The whatsnew section needs expanding, and arrays
should support extended slices -- later.
don't understand how this function works, also beefed up the docs. The
most common usage error is of this form (often spread out across gotos):

Py_DECREF(s);
s = NULL;
goto outtahere;
}
The error is that if _PyString_Resize runs out of memory, it automatically
decrefs the input string object s (which also deallocates it, since its
refcount must be 1 upon entry), and sets s to NULL. So if the "if"
branch ever triggers, it's an error to call Py_DECREF(s): s is already
NULL! A correct way to write the above is the simpler (and intended)

Bugfix candidate.
(The real issue is whether modules can benefit from an alternate
implementation strategy rather than using a dictionary. We should migrate
away from direct dictionary manipulation to allow more room for Jeremy to
flex the implementation with changes in globals lookup.)
PyDict_UpdateFromSeq2(): removed it.
PyDict_MergeFromSeq2(): made it public and documented it.
PyDict_Merge() docs: updated to reveal <wink> that the second
argument can be any mapping object.
has grown beyond what font-lock will work with using the default (X)Emacs

Indentation of the description has been made consistent, and a number of
smaller markup adjustments have been made as well.
