Make setup.py less chatty by default.

This is a conservative version of SF patch 504889. It uses the log
module instead of calling print in various places, and it ignores the
verbose argument passed to many functions and set as an attribute on
some objects. Instead, it uses the verbosity set on the logger via
the command line.
The log module is now preferred over announce() and warn() methods
that exist only for backwards compatibility.
XXX This checkin changes a lot of modules that have no test suite and
aren't exercised by the Python build process. It will need
substantial testing.

Finished the overhaul of byte-compilation options: there's now a 6-way
...
choice between (compile, no-compile) * (optimize=0, optimize=1,
optimize=2). Details:
- added --no-compile option to complement --compile, which has
been there for ages
- changed --optimize (which never worked) to a value option, which
expects 0, 1, or 2
- renamed 'bytecompile()' method to 'byte_compile()', and beefed
it up to handle both 'compile' and 'optimize' options
- fix '_bytecode_filenames()' to respect the new options

Rearranged things so that compilation of .py files is the responsibility

of the 'install_py' command rather than 'build_py'. Obviously, this
meant that the 'build_py' and 'install_py' modules had to change; less
obviously, so did 'install' and 'build', since these higher-level
commands must make options available to control the lower-level
commands, and some compilation-related options had to migrate with the
code.
