This change implements the following gettext features, as

In _locale module:
- bind_textdomain_codeset() binding
In gettext module:
- bind_textdomain_codeset() function
- lgettext(), lngettext(), ldgettext(), ldngettext(),
which return translated strings encoded in
preferred system encoding, if
bind_textdomain_codeset() was not used.
- Added equivalent functionality in translate()
function and catalog classes.
Every change was also documented.

WINDOWS_LEAN_AND_MEAN: There is no such symbol, although a very few

MSDN sample programs use it, apparently in error. The correct name
is WIN32_LEAN_AND_MEAN. After switching to the correct name, in two
cases more was needed because the code actually relied on things that
disappear when WIN32_LEAN_AND_MEAN is defined.

Bunch of minor ANSIfications: 'void initfunc()' -> 'void initfunc(void)',

and a couple of functions that were missed in the previous batches. Not
terribly tested, but very carefully scrutinized, three times.
All these were found by the little findkrc.py that I posted to python-dev,
which means there might be more lurking. Cases such as this:

func(a, b)
long a;
long b; /* flagword */
{
and other cases where the last ; in the argument list isn't followed by a
newline and an opening curly bracket. Regexps to catch all are welcome, of
course ;)
