bpo-36775: Add _Py_FORCE_UTF8_FS_ENCODING macro (GH-13056)

Add _Py_FORCE_UTF8_LOCALE and _Py_FORCE_UTF8_FS_ENCODING macros to

and "#if defined(__APPLE__)".
