SF patch 659809, by Daniel Brotsky: fix Makefile.pre to use config

env.

This adds @CFLAGS@  and @CPPFLAGS@ to the end of the respective
variable definitions.  It also adds $(LDFLAGS) to the $(CC) invocation
to build $(PGEN).
