bpo-38453: Ensure ntpath.realpath correctly resolves relative paths (GH-16967)

Ensure isabs() is always True for \\?\ prefixed paths
Avoid unnecessary usage of readlink() to avoid resolving broken links incorrectly
Ensure shutil tests run in test directory
