bpo-38118: Ignore Valgrind false alarm in PyUnicode_Decode() (GH-16651) 

Valgrind emits "Conditional jump or move depends on uninitialised
value(s)" false alarms on GCC builtin strcmp() function. The GCC code
is correct.
