Tools:nuttx_defconf_tool upstream has CONFIG_START_YEAR etal

Re insetion of CONFIG_START_{YEAR|NONTH|DAY} is not needed as
   CONFIG_START_{YEAR|NONTH|DAY} have been defined always in
   upstream NuttX
