An isolated subinterpreter cannot spawn threads, spawn a child
process or call os.fork().
* Add private _Py_NewInterpreter(isolated_subinterpreter) function.
* Add isolated=True keyword-only parameter to
_xxsubinterpreters.create().
* Allow again os.fork() in "non-isolated" subinterpreters.
New PyFrame_GetBack() function: get the frame next outer frame.

Add the functions PyObject_GC_IsTracked and PyObject_GC_IsFinalized to the public API to allow to query if Python objects are being currently tracked or have been already finalized by the garbage collector respectively.
If Py_AddPendingCall() is called in a subinterpreter, the function is
now scheduled to be called from the subinterpreter, rather than being
called from the main interpreter.
Each subinterpreter now has its own list of scheduled calls.
* Move pending and eval_breaker fields from _PyRuntimeState.ceval
to PyInterpreterState.ceval.
* new_interpreter() now calls _PyEval_InitThreads() to create
pending calls lock.
* Fix Py_AddPendingCall() for subinterpreters. It now calls
_PyThreadState_GET() which works in a subinterpreter if the
caller holds the GIL, and only falls back on
PyGILState_GetThisThreadState() if _PyThreadState_GET()
returns NULL.
Extension modules: m_traverse, m_clear and m_free functions of
PyModuleDef are no longer called if the module state was requested
but is not allocated yet. This is the case immediately after the
module is created and before the module is executed (Py_mod_exec
function). More precisely, these functions are not called if m_size is
greater than 0 and the module state (as returned by
PyModule_GetState()) is NULL.
Extension modules without module state (m_size <= 0) are not affected.

Reflecting changes to the code, removed weakref.ReferenceError from weakref.rst and exceptions.rst.
Issue submitter provided evidence that the `weakref.ReferenceError` alias for `ReferenceError` was removed from the code in 2007. Working with @gvanrossum at PyCascades CPython sprint we looked at the code and confirmed that `weakref.ReferenceError` was no longer in `weakref.py`.
Based on that analysis I removed references `weakref.ReferenceError` from the two documents where it was still being referenced: `weakref.rst` and `exceptions.rst`.

PyThreadState.on_delete is a callback used to notify Python when a
thread completes. _thread._set_sentinel() function creates a lock
which is released when the thread completes. It sets on_delete
callback to the internal release_sentinel() function. This lock is
known as Threading._tstate_lock in the threading module.
The release_sentinel() function uses the Python C API. The problem is
that on_delete is called late in the Python finalization, when the C
API is no longer fully working.
The PyThreadState_Clear() function now calls the
PyThreadState.on_delete callback. Previously, that happened in
PyThreadState_Delete().
The release_sentinel() function is now called when the C API is still
fully working.
Replace a few Py_FatalError() calls if tstate is NULL with
assert(tstate != NULL) in ceval.c.
PyEval_AcquireThread(), PyEval_ReleaseThread() and
PyEval_RestoreThread() must never be called with a NULL tstate.
Some of the *SetItem methods in the C API steal a reference to the
given value. This annotates the better behaved ones to assure the
reader that these are not the ones with the inconsistent behaviour.

bpo-3605, bpo-38733: Optimize _PyErr_Occurred(): remove "tstate ==
NULL" test.
Py_FatalError() no longer calls PyErr_Occurred() if called without
holding the GIL. So PyErr_Occurred() no longer has to support
tstate==NULL case.
_Py_CheckFunctionResult(): use directly _PyErr_Occurred() to avoid
explicit "!= NULL" test.
Additional note: the `method_check_args` function in `Objects/descrobject.c` is written in such a way that it applies to all kinds of descriptors. In particular, a future re-implementation of `wrapper_descriptor` could use that code.

Provide Py_EnterRecursiveCall() and Py_LeaveRecursiveCall() as
regular functions for the limited API. Previously, there were defined
as macros, but these macros didn't work with the limited API which
cannot access PyThreadState.recursion_depth field.
Remove _Py_CheckRecursionLimit from the stable ABI.
Add Include/cpython/ceval.h header file.
For now, we'll rely on the fact that the config structures aren't covered by the stable ABI.
We may revisit this in the future if we further explore the idea of offering a stable embedding API.

originally required this only for cases where the bound name

(as it doesn't know the target variable names when visiting
the outermost iterator expression)
There are plenty of legitimate scripts in the tree that begin with a
`#!`, but also a few that seem to be marked executable by mistake.
Found them with this command -- it gets executable files known to Git,
filters to the ones that don't start with a `#!`, and then unmarks
them as executable:

Looking at the list by hand confirms that we didn't sweep up any

But we have lots of other `.bat` files, and they don't have
this bit set, so it must not be needed for them.

PyObject_CallNoArgs(func) only allocates 624 bytes per call.

bpo-34626: Document creating heap types from the C-API
Add missing descriptions of PEP384's PyType_Spec and PyType_Slot,
along with some introductory prose.
Add new sys.unraisablehook() function which can be overridden to
control how "unraisable exceptions" are handled. It is called when an
exception has occurred but there is no way for Python to handle it.
For example, when a destructor raises an exception or during garbage
collection (gc.collect()).
Changes:
* Add an internal UnraisableHookArgs type used to pass arguments to
sys.unraisablehook.
* Add _PyErr_WriteUnraisableDefaultHook().
* The default hook now ignores exception on writing the traceback.
* test_sys now uses unittest.main() to automatically discover tests:
remove test_main().
* Add _PyErr_Init().
* Fix PyErr_WriteUnraisable(): hold a strong reference to sys.stderr
while using it
PyEval_AcquireLock() and PyEval_AcquireThread() now
terminate the current thread if called while the interpreter is
finalizing, making them consistent with PyEval_RestoreThread(),
Py_END_ALLOW_THREADS, and PyGILState_Ensure().
Calling these function from a thread when the runtime is finalizing will terminate
the thread, even if the thread was not created by Python. Users can use
_Py_IsFinalizing or sys.is_finalizing to check if the interpreter is in the process of
being finalized before calling this function to avoid unwanted termination.
Modify CLEANBYTE, DEADDYTE and FORBIDDENBYTE constants: use 0xCD,
0xDD and 0xFD, rather than 0xCB, 0xBB and 0xFB, to use the same byte
patterns than Windows CRT debug malloc() and free().
I have added documentation for `PyInterpreterState_Main()`.
I chose to place it under Advanced Debugger Support together with similar functions like `PyInterpreterState_Head()`, `PyInterpreterState_Next(`), and `PyInterpreterState_ThreadHead()` .

Use UTF-8 as the system encoding on VxWorks.

pymain_read_conf() now sets Py_LegacyWindowsFSEncodingFlag in its
loop, but restore its value at exit.
Also, update the list of exceptions that may raised by PyMarshal_*
functions. We usually don't document exceptions raised by a
function, but in this case most of them were already documented
in C API and standard library documentation.
- new test case for pre-initialization of sys.warnoptions and sys._xoptions
- restored ability to call these APIs prior to Py_Initialize
- updated the docs for the affected APIs to make it clear they can be
called before Py_Initialize
- also enhanced the existing embedding test cases
to check for expected settings in the sys module
Multi-phase initialized modules allow m_traverse to be called while the
module is still being initialized, so module authors may need to account
for that.

PyUnicode_DecodeLocaleAndSize(), PyUnicode_DecodeLocale() and
PyUnicode_EncodeLocale() now use always use the UTF-8 encoding on
Android, instead of the current locale encoding.
On Android API 19, mbstowcs() and wcstombs() are broken and cannot be
used.
Modify locale.localeconv(), time.tzname, os.strerror() and other
functions to ignore the UTF-8 Mode: always use the current locale
encoding.
Changes:
* Add _Py_DecodeLocaleEx() and _Py_EncodeLocaleEx(). On decoding or
encoding error, they return the position of the error and an error
message which are used to raise Unicode errors in
PyUnicode_DecodeLocale() and PyUnicode_EncodeLocale().
* Replace _Py_DecodeCurrentLocale() with _Py_DecodeLocaleEx().
* PyUnicode_DecodeLocale() now uses _Py_DecodeLocaleEx() for all
cases, especially for the strict error handler.
* Add _Py_DecodeUTF8Ex(): return more information on decoding error
and supports the strict error handler.
* Rename _Py_EncodeUTF8_surrogateescape() to _Py_EncodeUTF8Ex().
* Replace _Py_EncodeCurrentLocale() with _Py_EncodeLocaleEx().
* Ignore the UTF-8 mode to encode/decode localeconv(), strerror()
and time zone name.
* Remove PyUnicode_DecodeLocale(), PyUnicode_DecodeLocaleAndSize()
and PyUnicode_EncodeLocale() now ignore the UTF-8 mode: always use
the "current" locale.
* Remove _PyUnicode_DecodeCurrentLocale(),
_PyUnicode_DecodeCurrentLocaleAndSize() and
_PyUnicode_EncodeCurrentLocale().
* Add -X utf8 command line option, PYTHONUTF8 environment variable
and a new sys.flags.utf8_mode flag.
* If the LC_CTYPE locale is "C" at startup: enable automatically the
UTF-8 mode.
* Add _winapi.GetACP(). encodings._alias_mbcs() now calls
_winapi.GetACP() to get the ANSI code page
* locale.getpreferredencoding() now returns 'UTF-8' in the UTF-8
mode. As a side effect, open() now uses the UTF-8 encoding by
default in this mode.
* Py_DecodeLocale() and Py_EncodeLocale() now use the UTF-8 encoding
in the UTF-8 Mode.
* Update subprocess._args_from_interpreter_flags() to handle -X utf8
* Skip some tests relying on the current locale if the UTF-8 mode is
enabled.
* Add test_utf8mode.py.
* _Py_DecodeUTF8_surrogateescape() gets a new optional parameter to
return also the length (number of wide characters).
* pymain_get_global_config() and pymain_set_global_config() now
always copy flag values, rather than only copying if the new value
is greater than the old value.
_PyPathConfig_Init() now also initialize home and program_name:
* Rename existing _PyPathConfig_Init() to _PyPathConfig_Calculate().
Add a new _PyPathConfig_Init() function in pathconfig.c which
handles the _Py_path_config variable and call
_PyPathConfig_Calculate().
* Add home and program_name fields to _PyPathConfig.home
* _PyPathConfig_Init() now initialize home and program_name
from main_config
* Py_SetProgramName(), Py_SetPythonHome() and Py_GetPythonHome() now
calls Py_FatalError() on failure, instead of silently ignoring
failures.
* config_init_home() now gets directly _Py_path_config.home to only
get the value set by Py_SetPythonHome(), or NULL if
Py_SetPythonHome() was not called.
* config_get_program_name() now gets directly
_Py_path_config.program_name to only get the value set by
Py_SetProgramName(), or NULL if Py_SetProgramName() was not called.
* pymain_init_python() doesn't call Py_SetProgramName() anymore,
_PyPathConfig_Init() now always sets the program name
* Call _PyMainInterpreterConfig_Read() in
pymain_parse_cmdline_envvars_impl() to control the memory allocator
* C API documentation: it's no more safe to call Py_GetProgramName()
before Py_Initialize().
When PyGILState_Ensure() is called in a non-Python thread before
PyEval_InitThreads(), only call PyEval_InitThreads() after calling
PyThreadState_New() to fix a crash.
Add an unit test in test_embed.
* Fix _PyMem_SetupAllocators("debug"): always restore allocators to
the defaults, rather than only caling _PyMem_SetupDebugHooks().
* Add _PyMem_SetDefaultAllocator() helper to set the "default"
allocator.
* Add _PyMem_GetAllocatorsName(): get the name of the allocators
* main() now uses debug hooks on memory allocators if Py_DEBUG is
defined, rather than calling directly malloc()
* Document default memory allocators in C API documentation
* _Py_InitializeCore() now fails with a fatal user error if
PYTHONMALLOC value is an unknown memory allocator, instead of
failing with a fatal internal error.

* Add the _testcapi.WITH_PYMALLOC constant and expose it as
support.with_pymalloc().
* sysconfig.get_config_var('WITH_PYMALLOC') doesn't work on Windows, so
replace it with support.with_pymalloc().
* pythoninfo: add _testcapi collector for pymem
kB (*kilo* byte) unit means 1000 bytes, whereas KiB ("kibibyte")
means 1024 bytes. KB was misused: replace kB or KB with KiB when
appropriate.
Same change for MB and GB which become MiB and GiB.
Change the output of Tools/iobench/iobench.py.
Round also the size of the documentation from 5.5 MB to 5 MiB.
Py_UNUSED has a public name, and is used in the wild outside CPython,
but was not documented. Rectify that.
The macro was added in bpo-19976 and referenced in bpo-26179.

The concrete PyDict_* API is used to interact with PyInterpreterState.modules in a number of places. This isn't compatible with all dict subclasses, nor with other Mapping implementations. This patch switches the concrete API usage to the corresponding abstract API calls.
We also add a PyImport_GetModule() function (and some other helpers) to reduce a bunch of code duplication.
