Victor Stinner a534fc4b3b Close #18109: os.uname() now decodes fields from the locale encoding, and
socket.gethostname() now decodes the hostname from the locale encoding, instead
of using the UTF-8 encoding in strict mode.

Jason R. Coombs 3a09286790 Issue #13772: Restored directory detection of targets in `os.symlink` on Windows, which was temporarily removed in Python 3.2.3 due to an incomplete implementation. Antoine Pitrou c73c561181 Issue #17173: Remove uses of locale-dependent C functions (isalpha() etc.) in the interpreter.
I've left a couple of them in: zlib (third-party lib), getaddrinfo.c
(doesn't include Python.h, and probably obsolete), _sre.c (legitimate
use for the re.LOCALE flag), mpdecimal (needs to build without Python.h).

There already was a workaround for this for framework builds on OSX,
this changeset enables the same workaround for shared libraries.

Victor Stinner 591c1cca32 Remove dead code
os.urandom() has now one unique implementation, posix_urandom() which
calls _PyOS_URandom(). _PyOS_URandom() uses RAND_pseudo_bytes() on VMS.

Larry Hastings 9cf065cfdc Issue #14626: Large refactoring of functions / parameters in the os module.
Many functions now support "dir_fd" and "follow_symlinks" parameters;
some also support accepting an open file descriptor in place of of a path
string.  Added os.support_* collections as LBYL helpers.  Removed many
functions only previously seen in 3.3 alpha releases (often starting with
"f" or "l", or ending with "at").  Originally suggested by Serhiy Storchaka;
implemented by Larry Hastings.
