PyUnstable_GetUnaryIntrinsicName()
* Rename _PyUnstable_GetBinaryIntrinsicName()
to PyUnstable_GetBinaryIntrinsicName().
Move private functions to the internal C API (pycore_sysmodule.h):
* _PySys_GetAttr()
* _PySys_GetSizeOf()
No longer export most of these functions.
Fix also a typo in Include/cpython/optimizer.h: add a missing space.
* Add table describing possible executable classes for out-of-process debuggers.
* Remove shim code object creation code as it is no longer needed.
* Make lltrace a bit more robust w.r.t. non-standard frames.
This implements PEP 695, Type Parameter Syntax. It adds support for:
- Generic functions (def func[T](): ...)
- Generic classes (class X[T](): ...)
- Type aliases (type X = ...)
- New scoping when the new syntax is used within a class body
- Compiler and interpreter changes to support the new syntax and scoping rules

Some incompatible changes had gone in, and the "ignore" lists weren't properly undated. This change fixes that. It's necessary prior to enabling test_check_c_globals, which I hope to do soon.
Note that this does include moving last_resort_memory_error to PyInterpreterState.
