gh-92584: Remove the distutils package (#99061) 
Remove the distutils package. It was deprecated in Python 3.10 by PEP
632 "Deprecate distutils module". For projects still using distutils
and cannot be updated to something else, the setuptools project can
be installed: it still provides distutils.

* Remove Lib/distutils/ directory
* Remove test_distutils
* Remove references to distutils
* Skip test_check_c_globals and test_peg_generator since they use
  distutils

bpo-42802: Remove distutils bdist_wininst command (GH-24043) 
The distutils bdist_wininst command deprecated in Python 3.8 has been
removed. The distutils bidst_wheel command is now recommended to
distribute binary packages on Windows.

* Remove Lib/distutils/command/bdist_wininst.py
* Remove PC/bdist_wininst/ project
* Remove Lib/distutils/command/wininst-*.exe programs
* Remove all references to bdist_wininst

Paul Monson f4e5661e85 bpo-36509: Add iot layout for Windows IoT containers (GH-12663) 
This enables using the `--preset-iot` option with the PC/layout script, but does not enable IoT builds as part of any normal release.
