R David Murray 94a7927cc6 #28047: Fix calculation of base64 line length.
This is buggy in the old email code as well, but it doesn't affect anything
there because only the default line length is ever used there.

Zachary Ware b3b7a5a16b Issue #27748: Simplify test_winsound.
The tests no longer attempt to figure out if a soundcard or particular
system sounds are available.  Instead, it just tries everything and
accepts RuntimeError as a flavor of success.

Issue #27558: Fix a SystemError in the implementation of "raise" statement.
In a brand new thread, raise a RuntimeError since there is no active
exception to reraise.

Victor Stinner 7e6977a8bc script_helper: kill the subprocess on error
If Popen.communicate() raises an exception, kill the child process to not leave
a running child process in background and maybe create a zombi process.

This change fixes a ResourceWarning in Python 3.6 when unit tests are
interrupted by CTRL+c.

Brett Cannon a47a7a5bf8 Issue #27083: Respect the PYTHONCASEOK environment variable under
Windows.

Originally only b'PYTHONCASEOK' was being checked for in os.environ,
but that won't work under Windows where all environment variables are
strings (on OS X they are bytes).

Thanks to Eryk Sun for the bug report.
