Instead of manually enumerating the global strings in generate_global_objects.py, we extrapolate the list from usage of _Py_ID() and _Py_STR() in the source files.

We're no longer using _Py_IDENTIFIER() (or _Py_static_string()) in any core CPython code. It is still used in a number of non-builtin stdlib modules.
The replacement is: PyUnicodeObject (not pointer) fields under _PyRuntimeState, statically initialized as part of _PyRuntime. A new _Py_GET_GLOBAL_IDENTIFIER() macro facilitates lookup of the fields (along with _Py_GET_GLOBAL_STRING() for non-identifier strings).

I've also added a --check flag to generate_global_objects.py (along with make check-global-objects) to check for unused global strings. That check is added to the PR CI config.
The remainder of this change updates the core code to use _Py_GET_GLOBAL_IDENTIFIER() instead of _Py_IDENTIFIER() and the related _Py*Id functions (likewise for _Py_GET_GLOBAL_STRING() instead of _Py_static_string()). This includes adding a few functions where there wasn't already an alternative to _Py*Id(), replacing the _Py_Identifier * parameter with PyObject *.

in the loop.
_PyType_GetSubclasses(type) now holds a reference to the tp_subclasses
dict while creating the list of subclasses.
set_collection_flag_recursive() of _abc.c now uses
_PyType_GetSubclasses().
Add _PyTypes_FiniTypes() best-effort function to clear static types:
don't deallocate a type if it still has subclasses.
remove_subclass() now sets tp_subclasses to NULL when removing the
last subclass.
The _curses module now creates its ncurses_version type as a heap
type using PyStructSequence_NewType(), rather than using a static
type.

Previously, the main interpreter was allocated on the heap during runtime initialization. Here we instead embed it into _PyRuntimeState, which means it is statically allocated as part of the _PyRuntime global. The same goes for the initial thread state (of each interpreter, including the main one). Consequently there are fewer allocations during runtime/interpreter init, fewer possible failures, and better memory locality.
FYI, this also helps efforts to consolidate globals, which in turns helps work on subinterpreter isolation.

Previously, basic initialization of PyInterprterState happened in PyInterpreterState_New() (along with allocation and adding the new interpreter to the runtime state). This prevented us from initializing interpreter states that were allocated separately (e.g. statically or in a free list). We've addressed that here by factoring out a separate function just for initialization. We've done the same for PyThreadState. _PyRuntimeState was sorted out when we added it since _PyRuntime is statically allocated. However, here we update the existing init code to line up with the functions for PyInterpreterState and PyThreadState.

The getpath.py file is frozen at build time and executed as code over a namespace. It is never imported, nor is it meant to be importable or reusable. However, it should be easier to read, modify, and patch than the previous code.
This commit attempts to preserve every previously tested quirk, but these may be changed in the future to better align platforms.

Currently custom modules (the array set on PyImport_FrozenModules) replace all the frozen stdlib modules. That can be problematic and is unlikely to be what the user wants. This change treats the custom frozen modules as additions instead. They take precedence over all other frozen modules except for those needed to bootstrap the import system. If the "code" field of an entry in the custom array is NULL then that frozen module is treated as disabled, which allows a custom entry to disable a frozen stdlib module.
This change allows us to get rid of is_essential_frozen_module() and simplifies the logic for which frozen modules should be ignored.

Freelists for object structs can now be disabled. A new ``configure``
option ``--without-freelists`` can be used to disable all freelists
except empty tuple singleton. Internal Py*_MAXFREELIST macros can now
be defined as 0 without causing compiler warnings and segfaults.

The default was "off". Switching it to "on" means users get the benefit of frozen stdlib modules without having to do anything. There's a special-case for running-in-source-tree, so contributors don't get surprised when their stdlib changes don't get used.

Remove fallbacks for missing round(), copysign() and hypot() in
Python/pymath.c. Python now requires these functions to build.
These fallbacks were needed on Visual Studio 2012 and older. They are
no longer needed since Visual Stuido 2013. Python is now built with

Redefining the PyThreadState_GET() macro in pycore_pystate.h is
useless since it doesn't affect files not including it. Either use
_PyThreadState_GET() directly, or don't use pycore_pystate.h internal
C API. For example, the _testcapi extension don't use the internal C
API, but use the public PyThreadState_Get() function instead.
Replace PyThreadState_Get() with _PyThreadState_GET(). The
_PyThreadState_GET() macro is more efficient than PyThreadState_Get()
and PyThreadState_GET() function calls which call fail with a fatal
Python error.
posixmodule.c and _ctypes extension now include <windows.h> before
pycore header files (like pycore_call.h).
_PyTraceback_Add() now uses _PyErr_Fetch()/_PyErr_Restore() instead
of PyErr_Fetch()/PyErr_Restore().
The _decimal and _xxsubinterpreters extensions are now built with the

In the list of generated frozen modules at the top of Tools/scripts/freeze_modules.py, you will find that some of the modules have a different name than the module (or .py file) that is actually frozen. Let's call each case an "alias". Aliases do not come into play until we get to the (generated) list of modules in Python/frozen.c. (The tool for freezing modules, Programs/_freeze_module, is only concerned with the source file, not the module it will be used for.)
Knowledge of which frozen modules are aliases (and the identity of the original module) normally isn't important. However, this information is valuable when we go to set __file__ on frozen stdlib modules. This change updates Tools/scripts/freeze_modules.py to map aliases to the original module name (or None if not a stdlib module) in Python/frozen.c. We also add a helper function in Python/import.c to look up a frozen module's alias and add the result of that function to the frozen info returned from find_frozen().

Currently we freeze several modules into the runtime. For each of these modules it is essential to bootstrapping the runtime that they be frozen. Any other stdlib module that we later freeze into the runtime is not essential. We can just as well import from the .py file. Add an internal _PyType_AllocNoTrack() function to allocate an object
without tracking it in the GC.
Modify dict_new() to use _PyType_AllocNoTrack(): dict subclasses are
now only tracked once all PyDictObject members are initialized.
Calling _PyObject_GC_UNTRACK() is no longer needed for the dict type.
Similar change in tuple_subtype_new() for tuple subclasses.
Replace tuple_gc_track() with _PyObject_GC_TRACK().

Additionally, using the lower index would be better in some cases, such as with no-arg `super()`. To address this, we update the compiler to fix the offsets so each variable only gets one "fast local". As a consequence, now some cell offsets are interspersed with the locals (only when an arg escapes to an inner function).

These two commits are breaking the refleak buildbots.
A number of places in the code base (notably ceval.c and frameobject.c) rely on mapping variable names to indices in the frame "locals plus" array (AKA fast locals), and thus opargs. Currently the compiler indirectly encodes that information on the code object as the tuples co_varnames, co_cellvars, and co_freevars. At runtime the dependent code must calculate the proper mapping from those, which isn't ideal and impacts performance-sensitive sections. This is something we can easily address in the compiler instead.
This change addresses the situation by replacing internal use of co_varnames, etc. with a single combined tuple of names in locals-plus order, along with a minimal array mapping each to its kind (local vs. cell vs. free). These two new PyCodeObject fields, co_fastlocalnames and co_fastllocalkinds, are not exposed to Python code for now, but co_varnames, etc. are still available with the same values as before (though computed lazily).
Aside from the (mild) performance impact, there are a number of other benefits:
* there's now a clear, direct relationship between locals-plus and variables
* code that relies on the locals-plus-to-name mapping is simpler
* marshaled code objects are smaller and serialize/de-serialize faster
Also note that we can take this approach further by expanding the possible values in co_fastlocalkinds to include specific argument types (e.g. positional-only, kwargs). Doing so would allow further speed-ups in _PyEval_MakeFrameVector(), which is where args get unpacked into the locals-plus array. It would also allow us to shrink marshaled code objects even further.

Fix a crash at Python exit when a deallocator function removes the
last strong reference to a heap type.
Don't read type memory after calling basedealloc() since
basedealloc() can deallocate the type and free its memory.
_PyMem_IsPtrFreed() argument is now constant.

Add pycore_moduleobject.h internal header file with static inline
functions to access module members:
* _PyModule_GetDict()

type and can be inlined even if Python is not built with LTO.

Remove macros creating aliases without prefix. For example, Module()
becomes _PyAST_Module(). Update Grammar/python.gram to use
_PyAST_xxx() functions.

* Fix a compiler warning on Windows: "warning C4005: 'Yield': macro

and so could create names conflicts. For example, Python-ast.h

Remove the PyAST_Validate() function. It is no longer possible to
build a AST object (mod_ty type) with the public C API. The function
was already excluded from the limited C API (PEP 384).
Rename PyAST_Validate() function to _PyAST_Validate(), move it to the
internal C API, and don't export it anymore (replace PyAPI_FUNC with
extern).
The function was added in bpo-12575 by
the commit 832bfe2ebd.
Move _PyAST_GetDocString() and _PyAST_ExprAsUnicode() functions the
internal C API: from Include/ast.h to a new
Include/internal/pycore_ast.h header file. Don't export these
functions anymore: replace PyAPI_FUNC() with extern.
Remove also unused includes.
At Python startup, call _PyGILState_Init() before
PyInterpreterState_New() which calls _PyThreadState_GET(). When
Python is built using --with-experimental-isolated-subinterpreters,
_PyThreadState_GET() uses autoTSSkey.
The types.FunctionType constructor now inherits the current builtins
if the globals dictionary has no "__builtins__" key, rather than
using {"None": None} as builtins: same behavior as eval() and exec()
functions.
Defining a function with "def function(...): ..." in Python is not
affected, globals cannot be overriden with this syntax: it also
inherits the current builtins.
PyFrame_New(), PyEval_EvalCode(), PyEval_EvalCodeEx(),
PyFunction_New() and PyFunction_NewWithQualName() now inherits the
current builtins namespace if the globals dictionary has no
"__builtins__" key.
* Add _PyEval_GetBuiltins() function.

list of extension modules on a fatal error.
Add _Py_DumpExtensionModules() and _PyModule_IsExtension() internal
functions.
Fix the _PyUnicode_FromId() function (_Py_IDENTIFIER(var) API) when
Py_Initialize() / Py_Finalize() is called multiple times:

At Python exit, if a callback registered with atexit.register()
fails, its exception is now logged. Previously, only some exceptions
were logged, and the last exception was always silently ignored.
Add _PyAtExit_Call() function and remove
PyInterpreterState.atexit_func member. call_py_exitfuncs() now calls
directly _PyAtExit_Call().
The atexit module must now always be built as a built-in module.
Convert the _imp extension module to the multi-phase initialization
API (PEP 489).
* Add _PyImport_BootstrapImp() which fix a bootstrap issue: import
the _imp module before importlib is initialized.
* Add create_builtin() sub-function, used by _imp_create_builtin().

If the nl_langinfo(CODESET) function returns an empty string, Python
now uses UTF-8 as the filesystem encoding.
In May 2010 (commit b744ba1d14), I
modified Python to log a warning and use UTF-8 as the filesystem
encoding (instead of None) if nl_langinfo(CODESET) returns an empty
string.
In August 2020 (commit 94908bbc15), I
modified Python startup to fail with a fatal error and a specific
error message if nl_langinfo(CODESET) returns an empty string. The
intent was to prevent guessing the encoding and also investigate user
configuration where this case happens.
In 10 years (2010 to 2020), I saw zero user report about the error
message related to nl_langinfo(CODESET) returning an empty string.
Today, UTF-8 became the defacto standard and it's safe to make the
assumption that the user expects UTF-8. For example,
nl_langinfo(CODESET) can return an empty string on macOS if the
LC_CTYPE locale is not supported, and UTF-8 is the default encoding
on macOS.
While this change is likely to not affect anyone in practice, it
should make UTF-8 lover happy ;-)
Rewrite also the documentation explaining how Python selects the
filesystem encoding and error handler.
* Rename _Py_GetLocaleEncoding() to _Py_GetLocaleEncodingObject()
* Add _Py_GetLocaleEncoding() which returns a wchar_t* string to
share code between _Py_GetLocaleEncodingObject()
and config_get_locale_encoding().
* _Py_GetLocaleEncodingObject() now decodes nl_langinfo(CODESET)
from the current locale encoding with surrogateescape,
rather than using UTF-8.
_io.TextIOWrapper no longer calls getpreferredencoding(False) of

Add config_get_fs_encoding() sub-function. Reorganize also
config_get_locale_encoding() code.
The last GC collection is now done before clearing builtins and sys
dictionaries. Add also assertions to ensure that gc.collect() is no
longer called after _PyGC_Fini().
Pass also the tstate to PyInterpreterState_Clear() to pass the
correct tstate to _PyGC_CollectNoFail() and _PyGC_Fini().
Move private _PyGC_CollectNoFail() to the internal C API.
Remove the private _PyGC_CollectIfEnabled() which was just an alias
to the public PyGC_Collect() function since Python 3.8.

This API is relatively lightweight and organizationally, given that it's
used by multiple modules, it makes sense to move it to fileutils.
Requires making sure that _posixsubprocess is compiled with the appropriate
Py_BUIILD_CORE_BUILTIN macro.
Remove the global _Py_CheckRecursionLimit variable: it has been
replaced by ceval.recursion_limit of the PyInterpreterState
structure.
There is no need to keep the variable for the stable ABI, since
Py_EnterRecursiveCall() and Py_LeaveRecursiveCall() were not usable
in Python 3.8 and older: these macros accessed PyThreadState members,
whereas the PyThreadState structure is opaque in the limited C API.

Using a module state per module instance is causing subtle practical
problems.
For example, the Mercurial project replaces the __import__() function
to implement lazy import, whereas Python expected that "import _ast"
always return a fully initialized _ast module.
Add _PyAST_Fini() to clear the state at exit.
The _ast module has no state (set _astmodule.m_size to 0). Remove
astmodule_traverse(), astmodule_clear() and astmodule_free()
functions.
Always create the empty bytes string singleton.
Optimize PyBytes_FromStringAndSize(str, 0): it no longer has to check
if the empty string singleton was created or not, it is always
available.
Add functions:
