Victor Stinner 3a50e7056e Issue #12281: Rewrite the MBCS codec to handle correctly replace and ignore 
error handlers on all Windows versions. The MBCS codec is now supporting all
error handlers, instead of only replace to encode and ignore to decode.

Antoine Pitrou 72ca65dce4 Fix a Py_UCS4 / Py_UNICODE mixup. 
This worked under Unix because wchar_t is 4 bytes wide.

Antoine Pitrou 1e44fecc52 Issue #13087: BufferedReader.seek() now always raises UnsupportedOperation 
if the underlying raw stream is unseekable, even if the seek could be
satisfied using the internal buffer.  Patch by John O'Connor.
