bpo-46541: Replace core use of _Py_IDENTIFIER() with statically initialized global objects. (gh-30928)
We're no longer using _Py_IDENTIFIER() (or _Py_static_string()) in any core CPython code.  It is still used in a number of non-builtin stdlib modules.

The replacement is: PyUnicodeObject (not pointer) fields under _PyRuntimeState, statically initialized as part of _PyRuntime.  A new _Py_GET_GLOBAL_IDENTIFIER() macro facilitates lookup of the fields (along with _Py_GET_GLOBAL_STRING() for non-identifier strings).

https://bugs.python.org/issue46541#msg411799 explains the rationale for this change.

The core of the change is in:

* (new) Include/internal/pycore_global_strings.h - the declarations for the global strings, along with the macros
* Include/internal/pycore_runtime_init.h - added the static initializers for the global strings
* Include/internal/pycore_global_objects.h - where the struct in pycore_global_strings.h is hooked into _PyRuntimeState
* Tools/scripts/generate_global_objects.py - added generation of the global string declarations and static initializers

I've also added a --check flag to generate_global_objects.py (along with make check-global-objects) to check for unused global strings.  That check is added to the PR CI config.

The remainder of this change updates the core code to use _Py_GET_GLOBAL_IDENTIFIER() instead of _Py_IDENTIFIER() and the related _Py*Id functions (likewise for _Py_GET_GLOBAL_STRING() instead of _Py_static_string()).  This includes adding a few functions where there wasn't already an alternative to _Py*Id(), replacing the _Py_Identifier * parameter with PyObject *.

The following are not changed (yet):

* stop using _Py_IDENTIFIER() in the stdlib modules
* (maybe) get rid of _Py_IDENTIFIER(), etc. entirely -- this may not be doable as at least one package on PyPI using this (private) API
* (maybe) intern the strings during runtime init

Move classobject.h, context.h, genobject.h and longintrepr.h header
files from Include/ to Include/cpython/.

Remove redundant "#ifndef Py_LIMITED_API" in context.h.

Remove explicit #include "longintrepr.h" in C files. It's not needed,
Python.h already includes it.

* _ssl, _sqlite and _testcapi extensions now call the public
  PyObject_CallNoArgs() function, rather than _PyObject_CallNoArgs().
* _lsprof extension is now built with Py_BUILD_CORE_MODULE macro
  defined to get access to internal _PyObject_CallNoArgs().

bpo-42979: Use _Py_CheckSlotResult() to check slots result (GH-24356)
When Python is built in debug mode (with C assertions), calling a
type slot like sq_length (__len__() in Python) now fails with a fatal
error if the slot succeeded with an exception set, or failed with no
exception set. The error message contains the slot, the type name,
and the current exception (if an exception is set).

* Check the result of all slots using _Py_CheckSlotResult().
* No longer pass op_name to ternary_op() in release mode.
* Replace operator with dunder Python method name in error messages.
  For example, replace "*" with "__mul__".
* Fix compiler_exit_scope() when an exception is set.
* Fix bytearray.extend() when an exception is set: don't call
  bytearray_setslice() with an exception set.

Remove complex special methods __int__, __float__, __floordiv__,

bpo-41909: Enable previously disabled recursion checks. (GH-22536)
Enable recursion checks which were disabled when get __bases__ of
non-type objects in issubclass() and isinstance() and when intern
strings. It fixes a stack overflow when getting __bases__ leads
to infinite recursion.

Originally recursion checks was disabled for PyDict_GetItem() which
silences all errors including the one raised in case of detected
recursion and can return incorrect result. But now the code uses
PyDict_GetItemWithError() and PyDict_SetDefault() instead.

bpo-40792: Make the result of PyNumber_Index() always having exact type int. (GH-20443)
Previously, the result could have been an instance of a subclass of int.

Also revert bpo-26202 and make attributes start, stop and step of the range
object having exact type int.

Add private function _PyNumber_Index() which preserves the old behavior
of PyNumber_Index() for performance to use it in the conversion functions
like PyLong_AsLong().

bpo-39481: Implementation for PEP 585 (#18239)
This implements things like `list[int]`,
which returns an object of type `types.GenericAlias`.
This object mostly acts as a proxy for `list`,
but has attributes `__origin__` and `__args__`
that allow recovering the parts (with values `list` and `(int,)`.

There is also an approximate notion of type variables;
e.g. `list[T]` has a `__parameters__` attribute equal to `(T,)`.
Type variables are objects of type `typing.TypeVar`.

Move the static inline function flavor of Py_EnterRecursiveCall() and
Py_LeaveRecursiveCall() to the internal C API: they access
PyThreadState attributes. The limited C API provides regular
functions which hide implementation details.

Restore PyObject_IsInstance() comment (GH-18345)
Restore PyObject_IsInstance() comment explaining why only tuples of
types are accepted, but not general sequence. Comment written by
Guido van Rossum in commit 03290ecbf1
which implements isinstance(x, (A, B, ...)). The comment was lost in
a PyObject_IsInstance() optimization:
commit ec569b7947.

Cleanup also the code. recursive_isinstance() is no longer recursive,
so rename it to object_isinstance(), whereas object_isinstance() is
recursive and so rename it to object_recursive_isinstance().

* Add _Py_EnterRecursiveCall() and _Py_LeaveRecursiveCall() which
  require a tstate argument.
* Pass tstate to _Py_MakeRecCheck() and  _Py_CheckRecursiveCall().
* Convert Py_EnterRecursiveCall() and Py_LeaveRecursiveCall() macros
  to static inline functions.

_PyThreadState_GET() is the most efficient way to get the tstate, and
so using it with _Py_EnterRecursiveCall() and
_Py_LeaveRecursiveCall() should be a little bit more efficient than
using Py_EnterRecursiveCall() and Py_LeaveRecursiveCall() which use
the "slower" PyThreadState_GET().
