Before, the type function was called twice in the case where the default
was specified and the argument was given as well. This was especially
problematic for the FileType type, as a default file would always be
opened, even if a file argument was specified on the command line.

#8739 : upgrade smtpd to RFC 5321 and 1870.

smtpd now handles EHLO and has infrastructure for extended smtp command mode.
The SIZE extension is also implemented. In order to support parameters on
MAIL FROM, the RFC 5322 parser from the email package is used to parse the
address "token".
Logging subclasses things and overrides __init__, so it was necessary to
update those __init__ functions in the logging tests to make the logging tests
pass.
The original suggestion and patch were by Alberto Trevino. Juhana Jauhiainen
added the --size argument and SIZE parameter support. Michele Orrù improved
the patch and added more tests. Dan Boswell conditionalized various bits of
code on whether or not we are in HELO or EHLO mode, as well as some other
improvements and tests. I finalized the patch and added the address parsing.

Fix missing imports in setup scripts generated by packaging ( #13205 ).

I’ve made more edits than the bug report suggested to make sure the
generated setup script is compatible with many Python versions; a
comment in the source explains that in detail.
The cfg_to_args function uses old 2.x idioms like codecs.open and
RawConfigParser.readfp because I want the setup.py generated by packaging and
distutils2 to be the same. Most users won’t see the deprecation warning and I
ignore it in the test suite.
Thanks to David Barnett for the report and original patch.

Fix regression with distutils MANIFEST handing ( #11104 , #8688 ).
...
The changed behavior of sdist in 3.1 broke packaging for projects that
wanted to use a manually-maintained MANIFEST file (instead of having a
MANIFEST.in template and letting distutils generate the MANIFEST).
The fixes that were committed for #8688 (76643c286b9f by Tarek and
d54da9248ed9 by me) did not fix all issues exposed in the bug report,
and also added one problem: the MANIFEST file format gained comments,
but the read_manifest method was not updated to handle (i.e. ignore)
them. This changeset should fix everything; the tests have been
expanded and I successfully tested the 2.7 version with Mercurial, which
suffered from this regression.
I have grouped the versionchanged directives for these bugs in one place
and added micro version numbers to help users know the quirks of the
exact version they’re using.
Initial report, thorough diagnosis and patch by John Dennis, further
work on the patch by Stephen Thorne, and a few edits and additions by
me.

The fix is to charset.py, which was not doing the encoding to the
correct output character set when doing a body_encode for either
the shift-jis or euc-jp charsets. There's also a fix for handling
a bytes input in encoders.py.

#9444 : use first of prefix_chars for help opt instead of raising error

An argparse option parser created with a prefix_chars that did not
include a '-' would happily add -h and --help options, and then throw
an error when it tried to format the help because the - was an invalid
prefix character. This patch makes it use the first character of
prefix_chars as the character for the help options if and only if '-'
is not one of the valid prefix_chars.
Fix by Theodore Turocy, unit tests by Catherine Devlin.

file to Cmd would previously leave the \r's on the lines, resulting
in failed command execution.
I wrote the unit test in preparation for a PyOhio TeachMe session
run by Catherine Devlin, and we can thank Catherine and the PyOhio
session attendees for the fix. I've added Catherine to the Acks file
for organizing and leading the TeachMe session, out of which we will
hopefully get some new contributors.

Added Windows support for os.symlink when run on Windows 6.0 or greater,
aka Vista. Previous Windows versions will raise NotImplementedError
when trying to symlink.
Includes numerous test updates and additions to test_os, including
a symlink_support module because of the fact that privilege escalation
is required in order to run the tests to ensure that the user is able
to create symlinks. By default, accounts do not have the required
privilege, so the escalation code will have to be exposed later (or
documented on how to do so). I'll be following up with that work next.
Note that the tests use ctypes, which was agreed on during the PyCon
language summit.
