Here we are doing no more than adding the value for Py_mod_multiple_interpreters and using it for stdlib modules. We will start checking for it in gh-104206 (once PyInterpreterState.ceval.own_gil is added in gh-104204).

gh-83122: Deprecate testing element truth values in `ElementTree` (#31149)
When testing element truth values, emit a DeprecationWarning in all implementations.

This had emitted a FutureWarning in the rarely used python-only implementation since ~2.7 and has always been documented as a behavior not to rely on.

Matching an element in a tree search but having it test False can be unexpected. Raising the warning enables making the choice to finally raise an exception for this ambiguous behavior in the future.

gh-99845: Use size_t type in __sizeof__() methods (#99846)
The implementation of __sizeof__() methods using _PyObject_SIZE() now
use an unsigned type (size_t) to compute the size, rather than a signed
type (Py_ssize_t).

Cast explicitly signed (Py_ssize_t) values to unsigned type
(Py_ssize_t).

gh-99537: Use Py_SETREF() function in C code (#99656)

* Replace "Py_XDECREF(var); var = new;" with "Py_XSETREF(var, new);"

* Replace "old = var; var = new; Py_DECREF(var)"
  with "Py_SETREF(var, new);"
* Replace "old = var; var = new; Py_XDECREF(var)"
  with "Py_XSETREF(var, new);"
* And remove the "old" variable.

bpo-46541: Replace core use of _Py_IDENTIFIER() with statically initialized global objects. (gh-30928)
We're no longer using _Py_IDENTIFIER() (or _Py_static_string()) in any core CPython code. It is still used in a number of non-builtin stdlib modules.

The replacement is: PyUnicodeObject (not pointer) fields under _PyRuntimeState, statically initialized as part of _PyRuntime. A new _Py_GET_GLOBAL_IDENTIFIER() macro facilitates lookup of the fields (along with _Py_GET_GLOBAL_STRING() for non-identifier strings).

https://bugs.python.org/issue46541#msg411799 explains the rationale for this change.

The core of the change is in:

* (new) Include/internal/pycore_global_strings.h - the declarations for the global strings, along with the macros
* Include/internal/pycore_runtime_init.h - added the static initializers for the global strings
* Include/internal/pycore_global_objects.h - where the struct in pycore_global_strings.h is hooked into _PyRuntimeState
* Tools/scripts/generate_global_objects.py - added generation of the global string declarations and static initializers

I've also added a --check flag to generate_global_objects.py (along with make check-global-objects) to check for unused global strings. That check is added to the PR CI config.

The remainder of this change updates the core code to use _Py_GET_GLOBAL_IDENTIFIER() instead of _Py_IDENTIFIER() and the related _Py*Id functions (likewise for _Py_GET_GLOBAL_STRING() instead of _Py_static_string()). This includes adding a few functions where there wasn't already an alternative to _Py*Id(), replacing the _Py_Identifier * parameter with PyObject *.

The following are not changed (yet):

* stop using _Py_IDENTIFIER() in the stdlib modules
* (maybe) get rid of _Py_IDENTIFIER(), etc. entirely -- this may not be doable as at least one package on PyPI using this (private) API
* (maybe) intern the strings during runtime init

bpo-37194: Add a new public PyObject_CallNoArgs() function (GH-13890)
Add a new public PyObject_CallNoArgs() function to the C API: call a
callable Python object without any arguments.

It is the most efficient way to call a callback without any argument.
On x86-64, for example, PyObject_CallFunctionObjArgs(func, NULL)
allocates 960 bytes on the stack per call, whereas
PyObject_CallNoArgs(func) only allocates 624 bytes per call.

It is excluded from stable ABI 3.8.

Replace private _PyObject_CallNoArg() with public
PyObject_CallNoArgs() in C extensions: _asyncio, _datetime,
_elementtree, _pickle, _tkinter and readline.
