* GH-65056: Improve the IP address' is_global/is_private documentation

It wasn't clear what the semantics of is_global/is_private are and, when
one gets to the bottom of it, it's not quite so simple (hence the
exceptions listed).

bpo-36384: Leading zeros in IPv4 addresses are no longer tolerated (GH-25099) 
Reverts commit e653d4d8e8 and makes
parsing even more strict. Like socket.inet_pton() any leading zero
is now treated as invalid input.

bpo-38738: Fix formatting of True and False. (GH-17083) 
* "Return true/false" is replaced with "Return ``True``/``False``"
  if the function actually returns a bool.
* Fixed formatting of some True and False literals (now in monospace).
* Replaced "True/False" with "true/false" if it can be not only bool.
* Replaced some 1/0 with True/False if it corresponds the code.
* "Returns <bool>" is replaced with "Return <bool>".

bpo-27683: Fix a regression for host() of ipaddress network objects (GH-6016) 
The result of host() was not empty when the network is constructed by a tuple containing an
integer mask and only 1 bit left for addresses.

Nick Coghlan 730f67f2fa Issue 14814: Docs work showed some more cases of networks pretending to be addresses and highlighted the weird approach to implementing the 'is_whatever' properties.
