Enforcing (optionally) the restriction set by PEP 489 makes sense. Furthermore, this sets the stage for a potential restriction related to a per-interpreter GIL.

The test.support.wait_process() function now uses a timeout of
LONG_TIMEOUT seconds by default, instead of SHORT_TIMEOUT. It
doesn't matter if a Python buildbot is slower, it only matters that
the process completes. The timeout should just be shorter than
"forever".

This change does the following:
1. change the argument to a new `_PyInterpreterConfig` struct
2. rename the function to `_Py_NewInterpreterFromConfig()`, inspired by `Py_InitializeFromConfig()` (takes a `_PyInterpreterConfig` instead of `isolated_subinterpreter`)
3. split up the boolean `isolated_subinterpreter` into the corresponding multiple granular settings
* allow_fork
* allow_subprocess
* allow_threads
4. add `PyInterpreterState.feature_flags` to store those settings
5. add a function for checking if a feature is enabled on an opaque `PyInterpreterState *`
6. drop `PyConfig._isolated_interpreter`
The existing default (see `Py_NewInterpeter()` and `Py_Initialize*()`) allows fork, subprocess, and threads and the optional "isolated" interpreter (see the `_xxsubinterpreters` module) disables all three. None of that changes here; the defaults are preserved.
Note that the given `_PyInterpreterConfig` will not be used outside `_Py_NewInterpreterFromConfig()`, nor preserved. This contrasts with how `PyConfig` is currently preserved, used, and even modified outside `Py_InitializeFromConfig()`. I'd rather just avoid that mess from the start for `_PyInterpreterConfig`. We can preserve it later if we find an actual need.
This change allows us to follow up with a number of improvements (e.g. stop disallowing subprocess and support disallowing exec instead).
(Note that this PR adds "private" symbols. We'll probably make them public, and add docs, in a separate change.)
test_tools.test_sundry() now uses an unittest mock to prevent the
logging module to register a real "atfork" function which kept the
logging module dictionary alive. So the logging module can be
properly unloaded. Previously, the logging module was loaded before
test_sundry(), but it's no longer the case since recent test_tools
sub-tests removals.
Integer to and from text conversions via CPython's bignum `int` type is not safe against denial of service attacks due to malicious input. Very large input strings with hundred thousands of digits can consume several CPU seconds.
This PR comes fresh from a pile of work done in our private PSRT security response team repo.

This puts the hoop-jumping in `testcapi/parts.h`, so individual
test files can be relatively simple. (Currently that's only
`vectorcall_limited.c`, imagine more.)
``os.geteuid() == 0`` is not a reliable check whether the current user
has the capability to bypass permission checks. Tests now probe for DAC
override.
test_asyncio, test_logging, test_socket and test_socketserver now
create AF_UNIX domains in the current directory to no longer fail
with OSError("AF_UNIX path too long") if the temporary directory (the
TMPDIR environment variable) is too long.

The "entire" test suite is now passing on Emscripten with EMSDK from git head (91 suites are skipped).
- fd inheritance can't be modified because Emscripten doesn't support subprocesses anyway.

- geteuid / getuid always return 0, but process cannot chown to random uid.
- getgroups always fails.
- geteuid and getegid always return 0 (root), which confuse tarfile and
tests.

- non-encodable file names are not supported by NODERAWFS layer.
- mark more tests with dependency on subprocess and multiprocessing.
Mocking does not work if the module fails to import.
In [Lib/test/support/import_helper.py](https://github.com/python/cpython/blob/master/Lib/test/support/import_helper.py), the function `make_legacy_pyc` makes a call to `os.rename` which can fail when the source and target live on different devices. This happens (for example) when `PYTHONPYCACHEPREFIX` is set to a directory anywhere on disk, while a ramdisk is mounted on `/tmp` (the latter of which is the default on various Linux distros). Replacing `os.rename` with `shutil.move` fixes this.

skip_if_buggy_ucrt_strfptime() of test.support now uses
locale.getpreferredencoding(False) instead of
locale.getdefaultlocale() to get the Windows code page.
It was added as part of #29222 to avoid running freeze tool tests on the
buildbots but the logic was wrong so it did not skip tests on typical posix
setup buildbots where the worker is launched from cron via an @reboot task and
thus have no USER environment variable. This uses the canonical
`getpass.getuser()` API rather than rolling its own attempt.
Ensure that directory file descriptors refer to directories different
from the current directory, and that src_dir_fd and dst_dir_fd refer
to different directories.
Add context manager open_dir_fd() in test.support.os_helper.
Rename PyConfig.no_debug_ranges to PyConfig.code_debug_ranges and
invert the value.
Document -X no_debug_ranges and PYTHONNODEBUGRANGES env var in
PyConfig.code_debug_ranges documentation.

The "freeze" tool has been part of the repo for a long time. However, it hasn't had any tests in the test suite to guard against regressions. We add such a test here. This is especially important as there has been a lot of change recently related to frozen modules, with more to come.
Note that as part of the test we build Python out-of-tree and install it in a temp dir.

support.print_warning() now stores the original value of
sys.__stderr__ and uses it to log warnings. libregrtest uses the same
stream to log unraisable exceptions and uncaught threading
exceptions.

Instead of explicitly enumerate test classes for run_unittest()
use the unittest ability to discover tests. This also makes these
tests discoverable and runnable with unittest.
load_tests() can be used for dynamic generating tests and adding
doctests. setUpModule(), tearDownModule() and addModuleCleanup()
can be used for running code before and after all module tests.
Currently we freeze several modules into the runtime. For each of these modules it is essential to bootstrapping the runtime that they be frozen. Any other stdlib module that we later freeze into the runtime is not essential. We can just as well import from the .py file. This PR lets users explicitly choose which should be used, with the new "-X frozen_modules=[on|off]" CLI flag. The default is "off" for now.

test.support module now imports the platform and subprocess modules
lazily to reduce the number of modules imported by
"import test.support".
With this change, the threading module is no longer imported
indirectly by "import test.support".
Use sys.version rather than platform.machine() to detect the Windows
ARM32 buildbot.
check_impl_detail() of test.support now uses sys.implementation.name,
instead of platform.python_implementation().lower(). This change

When building Python in some uncommon platforms there are some known tests that will fail. Right now, the test suite has the ability to ignore entire tests using the -x option and to receive a filter file using the --matchfile filter. The problem with the --matchfile option is that it receives a file with patterns to accept and when you want to ignore a couple of tests and subtests, is too cumbersome to lists ALL tests that are not the ones that you want to accept and he problem with -x is that is not easy to ignore just a subtests that fail and the whole test needs to be ignored.
For these reasons, add a new option to allow to ignore a list of test and subtests for these situations.
test_hmac and test_hashlib test built-in hashing implementations and
OpenSSL-based hashing implementations. Add more checks to skip OpenSSL
implementations when a strict crypto policy is active.
Use EVP_DigestInit_ex() instead of EVP_DigestInit() to initialize the
EVP context. The EVP_DigestInit() function clears alls flags and breaks
usedforsecurity flag again.

There was a discrepancy between the Python and C implementations.
Add singletons ALWAYS_EQ, LARGEST and SMALLEST in test.support
to test mixed type comparison.
Mark some individual tests to skip when --pgo is used. The tests
marked increase the PGO task time significantly and likely don't
help improve optimization of the final executable.
A bug in MSVC UCRT version 17763.615 (which has been fixed in newer versions) is causing test failures in some strptime/strftime tests when the default code page is c65001. This change selectively skips the tests affected by this.
sys._base_executable is now always defined on all platforms, and can be overridden through configuration.
Also adds test.support.PythonSymlink to encapsulate platform-specific logic for symlinking sys.executable
Document reference cycle and resurrected objects issues in
sys.unraisablehook() and threading.excepthook() documentation.
Fix test.support.catch_unraisable_exception(): __exit__() no longer
ignores unraisable exceptions.
Fix test_io test_writer_close_error_on_close(): use a second
catch_unraisable_exception() to catch the BufferedWriter unraisable
exception.
The __exit__() method of test.support.catch_unraisable_exception
context manager now ignores unraisable exception raised when clearing
self.unraisable attribute.
* Copy test_exceptions.test_unraisable() to

* Use catch_unraisable_exception() in test_coroutines,

Release build and debug build are now ABI compatible: the Py_DEBUG
define no longer implies Py_TRACE_REFS define which introduces the

A new "./configure --with-trace-refs" build option is now required to
get Py_TRACE_REFS define which adds sys.getobjects() function and
PYTHONDUMPREFS environment variable.
Changes:

It checks that a SyntaxWarning is raised when compile specified
statement, that it is raised only once, that it is converted to
a SyntaxError when raised as exception, and that both warning and
exception objects have corresponding attributes.
Depending on system config, a missing candidate compiler name may be
reported as the empty string rather than as None, so adjust the test
helper accordingly.
Rename test.bisect module to test.bisect_cmd to avoid conflict with
bisect module when running directly a test like
"./python Lib/test/test_xmlrpc.py".
Replace time.time() with time.monotonic() in tests to measure time
delta.
test_zipfile64: display progress every minute (60 secs) rather than
every 5 minutes (5*60 seconds).
bpo-34279, bpo-35412: support.run_unittest() no longer raises
TestDidNotRun if a test result contains skipped tests. The
exception is now only raised if no test have been run and no test
have been skipped.
After commit d0f49d2f50, the output of the
test suite is always buffered as the test output needs to be included in
the JUnit file in same cases (as when a test fails). This has the
consequence that printing or using debuggers (like pdb) in the test
suite does not result in a good user experience anymore.
This commit modifies the test suite runner so it only captures the test
output when the JUnit file is requested to fix the regression so prints
and debuggers are usable again.
If buffering=1 is specified for open() in binary mode, it is silently
treated as buffering=-1 (i.e., the default buffer size).
Coupled with the fact that line buffering is always supported in Python 2,
such behavior caused several issues (e.g., bpo-10344, bpo-21332).
Warn that line buffering is not supported if open() is called with
binary mode and buffering=1.

Substract one because listdir() opens internally a file
descriptor to list the content of the /proc/self/fd/ directory.
Add test_support.test_fd_count().

that the report mode is always restored on failure.
