Improves the docstring on signal.strsignal to make it explain when it returns a message, None, or when it raises ValueError.

We only statically initialize for core code and builtin modules. Extension modules still create
the tuple at runtime. We'll solve that part of interpreter isolation separately.
This change includes generated code. The non-generated changes are in:
* Tools/clinic/clinic.py
* Python/getargs.c
* Include/cpython/modsupport.h
* Makefile.pre.in (re-generate global strings after running clinic)
* very minor tweaks to Modules/_codecsmodule.c and Python/Python-tokenize.c
All other changes are generated code (clinic, global strings).
This exposes a Linux-specific syscall for sending a signal to a process
identified by a file descriptor rather than a pid.
For simplicity, we don't support the siginfo_t parameter to the syscall. This
parameter allows implementing a pidfd version of rt_sigqueueinfo(2), which
Python also doesn't support.
As in title, expose C `raise` function as `raise_function` in `signal` module. Also drop existing `raise_signal` in `_testcapi` module and replace all usages with new function.

Fix invalid function cast warnings with gcc 8
for method conventions different from METH_NOARGS, METH_O and
METH_VARARGS in Argument Clinic generated code.
* Expose the sigset_t converter via private API _Py_Sigset_Converter().
* Use Argument Clinic for parsing sigset_t in signalmodule.c.
* Raise ValueError instead OverflowError for integers out of
the C long range.

The function '_PyArg_ParseStack()' and
'_PyArg_UnpackStack' were failing (with error
"XXX() takes Y argument (Z given)") before
the function '_PyArg_NoStackKeywords()' was called.
Thus, the latter did not raise its more meaningful
error : "XXX() takes no keyword arguments".
* bpo-6532: Make the thread id an unsigned integer.
From C API side the type of results of PyThread_start_new_thread() and
PyThread_get_thread_ident(), the id parameter of
PyThreadState_SetAsyncExc(), and the thread_id field of PyThreadState
changed from "long" to "unsigned long".
* Restore a check in thread_get_ident().
Issue #29286. Run Argument Clinic to get the new faster METH_FASTCALL calling
convention for functions using "boring" positional arguments.
Manually fix _elementtree: _elementtree_XMLParser_doctype() must remain
consistent with the clinic code.
