sys.setfilesystemencoding() creates inconsistencies because it is unable to
reencode all filenames in all objects.
mywrite() falls back to the C file object if sys_pyfile_write() returns an
error. This patch fixes a segfault is Py_FatalError() is called in an early
stage of Python initialization.
(instances of int, float, complex, decimal.Decimal and
fractions.Fraction) that makes it easy to maintain the invariant that
hash(x) == hash(y) whenever x and y have equal value.
