Serhiy Storchaka f5894dd646 Issue #28701: Replace _PyUnicode_CompareWithId with _PyUnicode_EqualToASCIIId. 
The latter function is more readable, faster and doesn't raise exceptions.

Based on patch by Xiang Zhang.
