gh-116631: Fix race condition in `test_shutdown_immediate_put_join` (#116670)
The test case had a race condition: if `q.task_done()` was executed
after `shutdown(immediate=True)`, then it would raise an exception
because the immediate shutdown already emptied the queue. This happened
rarely with the GIL (due to the switching interval), but frequently in
the free-threaded build.

gh-116604: Fix test_gc on free-threaded build (#116662)
The free-threaded GC only does full collections, so it uses a threshold that
is a maximum of a fixed value (default 2000) and proportional to the number of
live objects. If there were many live objects after the previous collection,
then the threshold may be larger than 10,000 causing
`test_indirect_calls_with_gc_disabled` to fail.

This manually sets the threshold to `(1000, 0, 0)` for the test. The `0`
disables the proportional scaling.

* GH-116554: Relax list.sort()'s notion of "descending" run

Rewrote `count_run()` so that sub-runs of equal elements no longer end a descending run. Both ascending and descending runs can have arbitrarily many sub-runs of arbitrarily many equal elements now. This is tricky, because we only use ``<`` comparisons, so checking for equality doesn't come "for free". Surprisingly, it turned out there's a very cheap (one comparison) way to determine whether an ascending run consisted of all-equal elements. That sealed the deal.

In addition, after a descending run is reversed in-place, we now go on to see whether it can be extended by an ascending run that just happens to be adjacent. This succeeds in finding at least one additional element to append about half the time, and so appears to more than repay its cost (the savings come from getting to skip a binary search, when a short run is artificially forced to length MIINRUN later, for each new element `count_run()` can add to the initial run).

While these have been in the back of my mind for years, a question on StackOverflow pushed it to action:

They were wondering why it took about 4x longer to sort a list like:

[999_999, 999_999, ..., 2, 2, 1, 1, 0, 0]

than "similar" lists. Of course that runs very much faster after this patch.

gh-116167: Allow disabling the GIL with `PYTHON_GIL=0` or `-X gil=0` (#116338)
In free-threaded builds, running with `PYTHON_GIL=0` will now disable the
GIL. Follow-up issues track work to re-enable the GIL when loading an
incompatible extension, and to disable the GIL by default.

In order to support re-enabling the GIL at runtime, all GIL-related data
structures are initialized as usual, and disabling the GIL simply sets a flag
that causes `take_gil()` and `drop_gil()` to return early.

gh-88352: Make TimedRotatingFileHandler tests more stable (GH-116409)
The tests failed (with less than 1% probability) if for example the file
was created at 11:46:03.999, but the record was emitted at 11:46:04.001,
with atTime=11:46:04, which caused an unexpected rollover. Ensure that the
tests are always run within the range of the same whole second.

Also share code between test_rollover_at_midnight and test_rollover_at_weekday.

gh-107361: strengthen default SSL context flags (#112389)
This adds `VERIFY_X509_STRICT` to make the default
SSL context perform stricter (per RFC 5280) validation, as well
as `VERIFY_X509_PARTIAL_CHAIN` to enforce more standards-compliant
path-building behavior.

As part of this changeset, I had to tweak `make_ssl_certs.py`
slightly to emit 5280-conforming CA certs. This changeset includes
the regenerated certificates after that change.

The problem manifested when the .py module got reloaded and the corresponding extension module didn't. The .py module registers types with the extension and the extension was not allowing that to happen more than once. The solution: let it happen more than once.

gh-115832: Fix instrumentation version mismatch during interpreter shutdown (#115856)
A previous commit introduced a bug to `interpreter_clear()`: it set
`interp->ceval.instrumentation_version` to 0, without making the corresponding
change to `tstate->eval_breaker` (which holds a thread-local copy of the
version). After this happens, Python code can still run due to object finalizers
during a GC, and the version check in bytecodes.c will see a different result
than the one in instrumentation.c causing an infinite loop.

The fix itself is straightforward: clear `tstate->eval_breaker` when clearing
`interp->ceval.instrumentation_version`.

pathlib ABCs: follow all symlinks in `PathBase.glob()` (#116293)
Switch the default value of *follow_symlinks* from `None` to `True` in
`pathlib._abc.PathBase.glob()` and `rglob()`. This speeds up recursive
globbing.

No change to the public pathlib classes.

Improve algorithm for computing which rolled-over log files to delete
in logging.TimedRotatingFileHandler. It is now reliable for handlers

Make `_thread.ThreadHandle` thread-safe in free-threaded builds

We protect the mutable state of `ThreadHandle` using a `_PyOnceFlag`.
Concurrent operations (i.e. `join` or `detach`) on `ThreadHandle` block
until it is their turn to execute or an earlier operation succeeds.
Once an operation has been applied successfully all future operations
complete immediately.

The `join()` method is now idempotent. It may be called multiple times
but the underlying OS thread will only be joined once. After `join()`
succeeds, any future calls to `join()` will succeed immediately.

The internal thread handle `detach()` method has been removed.

gh-116159: argparse: performance improvement parsing large number of options (#116162)
When parsing positional vs optional arguments, the use of min with a
list comprehension inside of a loop results in quadratic time based
on the number of optional arguments given. When combined with use of
prefix based argument files and a large number of optional flags, this
can result in extremely slow parsing behavior.

This replaces the min call with a simple loop with a short circuit to
break at the next optional argument.

gh-71052: Fix several Android build issues (#115955)
This change is part of the work on PEP-738: Adding Android as a 
supported platform.

* Remove the "1.0" suffix from libpython's filename on Android, which 
  would prevent Gradle from packaging it into an app. 
* Simplify the build command in the Makefile so that libpython always 
  gets given an SONAME with the `-Wl-h` argument, even if the SONAME is
  identical to the actual filename.
* Disable a number of functions on Android which can be compiled and 
  linked against, but always fail at runtime. As a result, the native
  _multiprocessing module is no longer built for Android.
* gh-115390 (bee7bb331) added some pre-determined results to the 
  configure script for things that can't be autodetected when
  cross-compiling; this change adds Android to these where appropriate.
* Add a couple more pre-determined results for Android, and making them 
  cover iOS as well. This means the --enable-ipv6 configure option will 
  no longer be required on either platform.

gh-116088: Insert bottom checks after all sym_set_...() calls (#116089)
This changes the `sym_set_...()` functions to return a `bool` which is `false`
when the symbol is `bottom` after the operation.

All calls to such functions now check this result and go to `hit_bottom`,
a special error label that prints a different message and then reports
that it wasn't able to optimize the trace. No executor will be produced
in this case.

This undoes the *temporary* default disabling of the T2 optimizer pass in gh-115860.

- Add a new test that reproduces Brandt's example from gh-115859; it indeed crashes before gh-116028 with PYTHONUOPSOPTIMIZE=1
- Re-enable the optimizer pass in T2, stop checking PYTHONUOPSOPTIMIZE
- Rename the env var to disable T2 entirely to PYTHON_UOPS_OPTIMIZE (must be explicitly set to 0 to disable)
- Fix skipIf conditions on tests in test_opt.py accordingly
- Export sym_is_bottom() (for debugging)
- Fix various things in the `_BINARY_OP_` specializations in the abstract interpreter:
  - DECREF(temp)
  - out-of-space check after sym_new_const()
  - add sym_matches_type() checks, so even if we somehow reach a binary op with symbolic constants of the wrong type on the stack we won't trigger the type assert

gh-114914: Avoid keeping dead StreamWriter alive (#115661)
In some cases we might cause a StreamWriter to stay alive even when the
application has dropped all references to it. This prevents us from
doing automatical cleanup, and complaining that the StreamWriter wasn't
properly closed.

Fortunately, the extra reference was never actually used for anything so
we can just drop it.

Instead of showing a dot for each iteration, show:
- '.' for zero (on negative) leaks
- number of leaks for 1-9
- 'X' if there are more leaks

This allows more rapid iteration: when bisecting, I don't need
to wait for the final report to see if the test still leaks.

Also, show the full result if there are any non-zero entries.
This shows negative entries, for the unfortunate cases where
a reference is created and cleaned up in different runs.

Test *failure* is still determined by the existing heuristic.

The platform standard on macOS is to show a proxy icon for open
files in the titlebar of Windows. Make sure IDLE matches this
behaviour.

Don't use both the long and short names in the window title.
The behaviour of other editors (such as Text Editor) is to show
only the short name with the proxy icon.

Reproducer depends on terminal size - the traceback occurs when there's
an option long enough so the usage line doesn't fit the terminal width.
Option order is also important for reproducibility.

Excluding empty groups (with all options suppressed) from inserts
fixes the problem.

This builds on https://github.com/python/cpython/pull/106807, which adds
a return code to ResourceTracker, to make future debugging easier.
Testing this “in situ” proved difficult, since the global ResourceTracker is
involved in test infrastructure. So, the tests here create a new instance and
feed it fake data.

It expects priority to be capped with 19, which is the cap for Linux,
but for FreeBSD the cap is 20 and the test fails under the similar

gh-95782: Fix io.BufferedReader.tell() etc. being able to return offsets < 0 (GH-99709)
lseek() always returns 0 for character pseudo-devices like
`/dev/urandom` (for other non-regular files, e.g. `/dev/stdin`, it
always returns -1, to which CPython reacts by raising appropriate
exceptions). They are thus technically seekable despite not having seek
semantics.

When calling read() on e.g. an instance of `io.BufferedReader` that
wraps such a file, `BufferedReader` reads ahead, filling its buffer,
creating a discrepancy between the number of bytes read and the internal
`tell()` always returning 0, which previously resulted in e.g.
`BufferedReader.tell()` or `BufferedReader.seek()` being able to return
positions < 0 even though these are supposed to be always >= 0.

Invariably keep the return value non-negative by returning
max(former_return_value, 0) instead, and add some corresponding tests.

gh-112529: Make the GC scheduling thread-safe (#114880)
The GC keeps track of the number of allocations (less deallocations)
since the last GC. This buffers the count in thread-local state and uses
atomic operations to modify the per-interpreter count. The thread-local
buffering avoids contention on shared state.

A consequence is that the GC scheduling is not as precise, so
"test_sneaky_frame_object" is skipped because it requires that the GC be
run exactly after allocating a frame object.

Since we're checking this attribute on arbitrary function-like objects,
we should use the namespace reserved for core Python.

Add PythonFinalizationError exception. This exception derived from
RuntimeError is raised when an operation is blocked during the Python
finalization.

The following functions now raise PythonFinalizationError, instead of
RuntimeError:

* _thread.start_new_thread()
* subprocess.Popen
* os.fork()
* os.fork1()
* os.forkpty()

Morever, _winapi.Overlapped finalizer now logs an unraisable
PythonFinalizationError, instead of an unraisable RuntimeError.

constructor was called.

Now the special comparison methods like `__eq__` and `__lt__` return
NotImplemented if one of comparands is date and other is datetime
instead of ignoring the time part and the time zone or forcefully
return "not equal" or raise TypeError.

It makes comparison of date and datetime subclasses more symmetric
and allows to change the default behavior by overriding
the special comparison methods in subclasses.

It is now the same as if date and datetime was independent classes.

Setters for members with an unsigned integer type now support
the same range of valid values for objects that has a __index__()
method as for int.

Previously, Py_T_UINT, Py_T_ULONG and Py_T_ULLONG did not support
objects that has a __index__() method larger than LONG_MAX.

Py_T_ULLONG did not support negative ints. Now it supports them and
emits a RuntimeWarning.

gh-97928: Partially restore the behavior of tkinter.Text.count() by default (GH-115031)
By default, it preserves an inconsistent behavior of older Python
versions: packs the count into a 1-tuple if only one or none
options are specified (including 'update'), returns None instead of 0.
Except that setting wantobjects to 0 no longer affects the result.

Add a new parameter return_ints: specifying return_ints=True makes
Text.count() always returning the single count as an integer
instead of a 1-tuple or None.

When expanding and filtering paths for a `**` wildcard segment, build an `re.Pattern` object from the subsequent pattern parts, rather than the entire pattern, and match against the `os.DirEntry` object prior to instantiating a path object. Also skip compiling a pattern when expanding a `*` wildcard segment.

gh-110481: Implement inter-thread queue for biased reference counting (#114824)
Biased reference counting maintains two refcount fields in each object:
`ob_ref_local` and `ob_ref_shared`. The true refcount is the sum of these two
fields. In some cases, when refcounting operations are split across threads,
the ob_ref_shared field can be negative (although the total refcount must be
at least zero). In this case, the thread that decremented the refcount
requests that the owning thread give up ownership and merge the refcount
fields.

This marks dead ThreadHandles as non-joinable earlier in
`PyOS_AfterFork_Child()` before we execute any Python code. The handles
are stored in a global linked list in `_PyRuntimeState` because `fork()`
affects the entire process.
