bpo-46541: Replace core use of _Py_IDENTIFIER() with statically initialized global objects. (gh-30928)
We're no longer using _Py_IDENTIFIER() (or _Py_static_string()) in any core CPython code.  It is still used in a number of non-builtin stdlib modules.

The replacement is: PyUnicodeObject (not pointer) fields under _PyRuntimeState, statically initialized as part of _PyRuntime.  A new _Py_GET_GLOBAL_IDENTIFIER() macro facilitates lookup of the fields (along with _Py_GET_GLOBAL_STRING() for non-identifier strings).

The core of the change is in:

* (new) Include/internal/pycore_global_strings.h - the declarations for the global strings, along with the macros
* Include/internal/pycore_runtime_init.h - added the static initializers for the global strings
* Include/internal/pycore_global_objects.h - where the struct in pycore_global_strings.h is hooked into _PyRuntimeState
* Tools/scripts/generate_global_objects.py - added generation of the global string declarations and static initializers

I've also added a --check flag to generate_global_objects.py (along with make check-global-objects) to check for unused global strings.  That check is added to the PR CI config.

The remainder of this change updates the core code to use _Py_GET_GLOBAL_IDENTIFIER() instead of _Py_IDENTIFIER() and the related _Py*Id functions (likewise for _Py_GET_GLOBAL_STRING() instead of _Py_static_string()).  This includes adding a few functions where there wasn't already an alternative to _Py*Id(), replacing the _Py_Identifier * parameter with PyObject *.

The following are not changed (yet):

* stop using _Py_IDENTIFIER() in the stdlib modules
* (maybe) get rid of _Py_IDENTIFIER(), etc. entirely -- this may not be doable as at least one package on PyPI using this (private) API
* (maybe) intern the strings during runtime init

bpo-40170: Remove PyHeapType_GET_MEMBERS() macro (GH-30942)
Remove the PyHeapType_GET_MEMBERS() macro. It was exposed in the
public C API by mistake, it must only be used by Python internally.
Use the PyTypeObject.tp_members member instead.

Rename PyHeapType_GET_MEMBERS() to _PyHeapType_GET_MEMBERS() and move
it to the internal C API.

Convert the PyType_SUPPORTS_WEAKREFS() macro to a regular function.
It no longer access the PyTypeObject.tp_weaklistoffset member
directly.

Add _PyType_SUPPORTS_WEAKREFS() static inline functions, used
internally by Python for best performance.

Add _PyUnicode_FiniTypes() function, called by
finalize_interp_types(). It clears these static types:

* EncodingMapType
* PyFieldNameIter_Type
* PyFormatterIter_Type

_PyStaticType_Dealloc() now does nothing if tp_subclasses
is not NULL.

bpo-46417: Cleanup typeobject.c code (GH-30795)
* Add comment to recurse_down_subclasses() explaining why it's safe
  to use a borrowed reference to tp_subclasses.
* remove_all_subclasses() no longer accept NULL cases
* type_set_bases() now relies on the fact that new_bases is not NULL.
* type_dealloc_common() avoids PyErr_Fetch/PyErr_Restore if tp_bases
  is NULL.
* remove_all_subclasses() makes sure that no exception is raised.
* Don't test at runtime if tp_mro only contains types: rely on
  _PyType_CAST() assertion for that.
* _PyStaticType_Dealloc() no longer clears tp_subclasses which is
  already NULL.
* mro_hierarchy() avoids calling _PyType_GetSubclasses() if
  tp_subclasses is NULL.

Coding style:

* Use Py_NewRef().
* Add braces and move variable declarations to the first variable
  assignement.
* Rename a few variables and parameters to use better names.

bpo-46417: remove_subclass() clears tp_subclasses (GH-30793)
The remove_subclass() function now deletes the dictionary when
removing the last subclass (if the dictionary becomes empty) to save
memory: set PyTypeObject.tp_subclasses to NULL. remove_subclass() is
called when a type is deallocated.

_PyType_GetSubclasses() no longer holds a reference to tp_subclasses:
its loop cannot modify tp_subclasses.

Fix a race condition on setting a type __bases__ attribute: the
internal function add_subclass() now gets the
PyTypeObject.tp_subclasses member after calling PyWeakref_NewRef()
which can trigger a garbage collection which can indirectly modify
PyTypeObject.tp_subclasses.

bpo-46417: Add _PyType_GetSubclasses() function (GH-30761)
Add a new _PyType_GetSubclasses() function to get type's subclasses.

_PyType_GetSubclasses(type) returns a list which holds strong
refererences to subclasses. It is safer than iterating on
type->tp_subclasses which yields weak references and can be modified
in the loop.

_PyType_GetSubclasses(type) now holds a reference to the tp_subclasses
dict while creating the list of subclasses.

set_collection_flag_recursive() of _abc.c now uses
_PyType_GetSubclasses().

Add _PyTypes_FiniTypes() best-effort function to clear static types:
don't deallocate a type if it still has subclasses.

remove_subclass() now sets tp_subclasses to NULL when removing the
last subclass.

bpo-46417: Finalize structseq types at exit (GH-30645)
Add _PyStructSequence_FiniType() and _PyStaticType_Dealloc()
functions to finalize a structseq static type in Py_Finalize().
Currrently, these functions do nothing if Python is built in release
mode.

* FlagsType: sys.flags
* FloatInfoType: sys.float_info
* Hash_InfoType: sys.hash_info

This reverts commit ea251806b8.

Keep "assert(interned == NULL);" in _PyUnicode_Fini(), but only for
the main interpreter.

Keep _PyUnicode_ClearInterned() changes avoiding the creation of a
temporary Python list object.

bpo-46008: Make runtime-global object/type lifecycle functions and state consistent. (gh-29998)
This change is strictly renames and moving code around.  It helps in the following ways:

* ensures type-related init functions focus strictly on one of the three aspects (state, objects, types)
* passes in PyInterpreterState * to all those functions, simplifying work on moving types/objects/state to the interpreter
* consistent naming conventions help make what's going on more clear
* keeping API related to a type in the corresponding header file makes it more obvious where to look for it

pycore_pystate.h no longer redefines PyThreadState_GET() (GH-28921)
Redefining the PyThreadState_GET() macro in pycore_pystate.h is
useless since it doesn't affect files not including it. Either use
_PyThreadState_GET() directly, or don't use pycore_pystate.h internal
C API. For example, the _testcapi extension don't use the internal C
API, but use the public PyThreadState_Get() function instead.

Replace PyThreadState_Get() with _PyThreadState_GET(). The
_PyThreadState_GET() macro is more efficient than PyThreadState_Get()
and PyThreadState_GET() function calls which call fail with a fatal
Python error.

posixmodule.c and _ctypes extension now include <windows.h> before
pycore header files (like pycore_call.h).

_PyTraceback_Add() now uses _PyErr_Fetch()/_PyErr_Restore() instead
of PyErr_Fetch()/PyErr_Restore().

The _decimal and _xxsubinterpreters extensions are now built with the
Py_BUILD_CORE_MODULE macro defined to get access to the internal C
API.

Heap types with the Py_TPFLAGS_IMMUTABLETYPE flag can now inherit the
PEP 590 vectorcall protocol.  Previously, this was only possible for static types.

bpo-44531: Add _PyType_AllocNoTrack() function (GH-26947)
Add an internal _PyType_AllocNoTrack() function to allocate an object
without tracking it in the GC.

Modify dict_new() to use _PyType_AllocNoTrack(): dict subclasses are
now only tracked once all PyDictObject members are initialized.
Calling _PyObject_GC_UNTRACK() is no longer needed for the dict type.

Similar change in tuple_subtype_new() for tuple subclasses.

Replace tuple_gc_track() with _PyObject_GC_TRACK().

bpo-43693: Eliminate unused "fast locals". (gh-26587)
Currently, if an arg value escapes (into the closure for an inner function) we end up allocating two indices in the fast locals even though only one gets used.  Additionally, using the lower index would be better in some cases, such as with no-arg `super()`.  To address this, we update the compiler to fix the offsets so each variable only gets one "fast local".  As a consequence, now some cell offsets are interspersed with the locals (only when an arg escapes to an inner function).
