gh-76785: Drop PyInterpreterID_Type (gh-117101)
I added it quite a while ago as a strategy for managing interpreter lifetimes relative to the PEP 554 (now 734) implementation.  Relatively recently I refactored that implementation to no longer rely on InterpreterID objects.  Thus now I'm removing it.

gh-115490: Make the interpreter.channels and interpreter.queues Modules Handle Reloading Properly (gh-115493)
The problem manifested when the .py module got reloaded and the corresponding extension module didn't. The .py module registers types with the extension and the extension was not allowing that to happen more than once. The solution: let it happen more than once.

gh-76785: Improved Subinterpreters Compatibility with 3.12 (gh-115424)
For the most part, these changes make is substantially easier to backport subinterpreter-related code to 3.12, especially the related modules (e.g. _xxsubinterpreters). The main motivation is to support releasing a PyPI package with the 3.13 capabilities compiled for 3.12.

A lot of the changes here involve either hiding details behind macros/functions or splitting up some files.

gh-76785: Move the Cross-Interpreter Code to Its Own File (gh-111502)
This is partly to clear this stuff out of pystate.c, but also in preparation for moving some code out of _xxsubinterpretersmodule.c.  This change also moves this stuff to the internal API (new: Include/internal/pycore_crossinterp.h).  @vstinner did this previously and I undid it.  Now I'm re-doing it. :/

There were a few things I did in gh-110565 that need to be fixed. I also forgot to add tests in that PR.

(Note that this PR exposes a refleak introduced by gh-110246. I'll take care of that separately.)

The _xxsubinterpreters module should not rely on internal API.  Some of the functions it uses were recently moved there however.  Here we move them back (and expose them properly).

gh-106320: Remove private pylifecycle.h functions (#106400)
Remove private pylifecycle.h functions: move them to the internal C
API ( pycore_atexit.h, pycore_pylifecycle.h and pycore_signal.h). No
longer export most of these functions.

Move _testcapi.test_atexit() to _testinternalcapi.

The _xxsubinterpreters module was meant to only use public API.  Some internal C-API usage snuck in over the last few years (e.g. gh-28969).  This fixes that.

Here we are doing no more than adding the value for Py_mod_multiple_interpreters and using it for stdlib modules.  We will start checking for it in gh-104206 (once PyInterpreterState.ceval.own_gil is added in gh-104204).

gh-101659: Add _Py_AtExit() (gh-103298)
The function is like Py_AtExit() but for a single interpreter.  This is a companion to the atexit module's register() function, taking a C callback instead of a Python one.

We also update the _xxinterpchannels module to use _Py_AtExit(), which is the motivating case.  (This is inspired by pain points felt while working on gh-101660.)

Using the raw allocator for any of the global state makes sense, especially as we move to a per-interpreter obmalloc state (gh-101660).
