Mark Dickinson 99dfe92759 Issue #2819: Add math.sum, a function that sums a sequence of floats 
efficiently but with no intermediate loss of precision.  Based on

The patch is slightly revised from Tarek's last patch: I've simplified
the PyPIRCCommand.finalize_options() method to not look at sys.argv.
Tests still pass.

Mark Dickinson e81c376080 Issue #2801: fix bug in float.is_integer where ValueError 
could be incorrectly raised.  This is a backport of the
