Hye-Shik Chang promised to look for a fix, so no need to fix it here. The
tests that are expected to break are:

This merge fixes an actual test failure (test_weakref) in this branch,
though, so I believe merging is the right thing to do anyway.

The code is shorter, more readable, faster, and dramatically increases the
range of acceptable dates.
Also, used the floor division operator in leapdays().
parameters (like \UNIX) are commonly entered using an empty group to
separate the markup from a following inter-word space; this is not
needed when the next character is punctuation, or the markup is the
last thing in the enclosing group. These cases were marked
inconsistently; the empty group is now *only* used when needed.
