Refactor pytime.c:
* Add pytime_from_nanoseconds() and pytime_as_nanoseconds(),
and use explicitly these functions
* Add two empty lines between functions
* PEP 7: add braces { ... }
* C99: declare variables where they are set
* Rename private functions to lowercase
* Rename error_time_t_overflow() to pytime_time_t_overflow()
* Rename win_perf_counter_frequency() to py_win_perf_counter_frequency()
* py_get_monotonic_clock(): add an assertion to detect overflow when
mach_absolute_time() unsigned uint64_t is casted to _PyTime_t
(signed int64_t).
_testcapi: use _PyTime_FromNanoseconds().
In Unix operating systems, time.sleep() now uses the clock_nanosleep() function,
if available, which allows to sleep for an interval specified with nanosecond precision.

* Constructors of subclasses of some buitin classes (e.g. tuple, list,
frozenset) no longer accept arbitrary keyword arguments.
* Subclass of set can now define a __new__() method with additional
keyword parameters without overriding also __init__().
linkage issues mainly for shared libs and missing system library,
also little nit into the signal extension as strsignal returns
a constant in this platform.
* issue45067 - Fix _curses compilation in CentOS 7. Verify the version of ncurses
for extended color support feature usage.
The function extended_color_content was introduced in 2017. The ncurses-devel
package in CentOS 7 had a older version ncurses resulted in compilation error.
For compiling ncurses with extended color support, we verify the version of the
ncurses library.

Release the GIL while performing isatty() system calls on arbitrary
file descriptors. In particular, this affects os.isatty(),
os.device_encoding() and io.TextIOWrapper. By extension,
io.open() in text mode is also affected.
Convert the Py_TYPE() and Py_SIZE() macros to static inline
functions. The Py_SET_TYPE() and Py_SET_SIZE() functions must now be
used to set an object type and size.
- all callbacks are now named xxx_callback
- normalise callable naming in set_*() functions
- normalise context argument naming in callbacks
The sqlite code is being "touched" in bpo-42064 (and related issues);
this style change makes it easier to work with and review.
* Remove commented deprecation of ctypes.c_buffer.
* Remove references to ctypes.c_string which doesn't exist.
* Remove StringTestCase: it only had skipped test methods.
open(), io.open(), codecs.open() and fileinput.FileInput no longer
accept "U" ("universal newline") in the file mode. This flag was
deprecated since Python 3.3.
The binhex module, deprecated in Python 3.9, is now removed. The
following binascii functions, deprecated in Python 3.9, are now also
removed:
* a2b_hqx(), b2a_hqx();
* rlecode_hqx(), rledecode_hqx().
The binascii.crc_hqx() function remains available.

Previously, when built on older macOS systems, `find_library` was not able to find macOS system libraries when running on Big Sur due to changes in how system libraries are stored.
Update the vendored copy of libexpat to 2.4.1 (from 2.2.8) to get the
fix for the CVE-2013-0340 "Billion Laughs" vulnerability. This copy
is most used on Windows and macOS.

* MemoryError is now raised instead of sqlite3.Warning when
memory is not enough for encoding a statement to UTF-8
in Connection.__call__() and Cursor.execute().
* UnicodEncodeError is now raised instead of sqlite3.Warning when
the statement contains surrogate characters
in Connection.__call__() and Cursor.execute().
* TypeError is now raised instead of ValueError for non-string
script argument in Cursor.executescript().
* ValueError is now raised for script containing the null
character instead of truncating it in Cursor.executescript().
* Correctly handle exceptions raised when getting boolean value
of the result of the progress handler.
* Add many tests covering different corner cases.

MemoryError raised in user-defined functions will now preserve
its type. OverflowError will now be converted to DataError.
Previously both were converted to OperationalError.
